Job Description

IPPF is a global service provider and a leading advocate of sexual and reproductive health and rights (SRHR) for all. We are a world-wide movement of national organisations working with and for communities and individuals. The purpose of this job is to contribute to IPPF’s global technical leadership in quality comprehensive service delivery

Role Purpose:

The Senior Programme Manager is responsible for leading the implementation of agreed WISH 2 activities through implementing partners and Member Associations. They will provide management support to the Country Managers, resolving implementation issues, ensuring complainace with the annual work plans, proactively responding to programmatic risks and coordinating any cross-functional inputs required for the successful implementation of the programme.

Context of Role:

  • WISH 2 (Women’s Integrated Sexual Health) is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). This programme is central to delivering the UK’s priorities on empowering women and girls as set out in the International Development Strategy, the UK’s strategic approach to sub-Saharan Africa and the International Women and Girls Strategy.
  • WISH 2 will be divided into two geographic Lots. IPPFAR is planning on submitting a bid as prime for Lot 2 which covers Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, and Zambia.

Deliverables:

  • Lead the implementation of the annual work plan and programme activities across the portfolio countries.
  • Adapt programme tools for use by Member Associations and consortium partners based on emerging changes/ways of thinking in programme and project delivery that enhances activity outputs.
  • Develop training aids that support changes to programme delivery and coach Member Associations and Partners on implementing them.
  • Build a network of Member Association, consortium partners and in country programmatic subject matter experts to review lessons learned and promotes cross country working/thinking.
  • Advise Member Associations and in country service delivery partners on risks mitigation approaches as they pertain to operational, financial, and administrative requirements.
  • Assess Member Association on programme and financial management, developing capacity building approaches to ensure activities are implemented as per the annual workplan and budget.
  • Visit country sites to verify activities on the ground, ensuring efficient and effective work practices of
  • Member Associations and between consortium partners.
  • Review country data reporting and distill information into suitable formats that meet the wider reporting needs of the programme.
  • Report on Member Association monthly meetings detailing areas of concern and providing solutions that empower them to take action.
  • Partner with the MERL team on the implementation of the Client Exit Interviews.
  • Plan stakeholder vistis to portfolio countriesthat showcase the work and achievements of the programme on the ground.
  • Contribute relevant insights and support to the technical team as needed.
  • Reporting/Management Responsibility:
  • Direct line management of Country Managers.

Requirements

Expertise:

  • Significant experience working in programme management with preferred experience working on SRHR/FP programmes.
  • Formal programme management qualification such as PMP, PRINCE2 or equivalent preferred.
  • Knowledge and experience implementing good programme management practices. Previous experience working as part of a programme management unit preferred.
  • Experience of managing remote direct reports.
  • A good understanding of bi-lateral donor funded programmes. FCDO experience preferred.
  • Experience working in matrix organisations.

  • Excellent staff and team management skills – including global / virtual management.

  • Excellent project management skills including experience of reporting to donor agencies.
  • Excellent time management skills able to meet tight deadlines.
  • Fluent English essential. French or Arabic an advantage.
  • Excellent IT skills.
