Job Description

The University has a unique history that has evolved through different educational phases. It was started in April 1929 by a British Colonial farmer cum educationist by the name William Thomas Alfred Levet. The Institution was by then a whites’ only primary school with a large farm, which was sold to Guy Bullen in February 1959.

  • Job Title : Senior Supply Chain Management Officer – Grade AC 12Officer – Grade AD 12
  • Basic Salary:Kes. 108,714 – Kes. 155,461 per month
  • Other Allowances: As provided for in the terms of service.
  • No. of Vacancies : One (1) for each Specified Area of Specialization
  • Terms of Service : Successful candidate will be offered the adjacent remuneration package on three (3) years’ contract renewable subject to satisfactory work performance.

DUTIES AND RESPONSIBILITIES:

  •  Consolidate the annual procurement plan through compilation of submitted departmental procurement plans for forwarding to the accounting officer for approval
  •  Allocate work to subordinate staff in line with job descriptions and annual work plans to ensure all departmental tasks are carried out in a timely and complete manner.
  •  Prepare quarterly reports relating to tenders and contracts in line with Public Procurement Regulatory Authority for compliance with procurement legislation
  •  Facilitate subordinate staff performance appraisal through validation of the integrity of information provided by the relevant staff on the appraisal form to ensure that they are operating at optimal performance levels.
  •  Provide input into the preparation of the departmental work plan through needs assessment and subsequent human capital matching to ensure all departmental tasks are carried out in a timely and complete manner.
  •  Collection and subsequent evaluation of required registration documents to maintain an updated supplier register
  •  Participate in tender evaluation process through provision of professional advice to ad hoc evaluation committee to ensure that the evaluation process is in line with the procurement act.
  •  Facilitate prompt payment of all suppliers through follow up with the Finance department to ensure that all suppliers are paid as per the contract terms.

  •  Provide input into the preparation of the departmental budget through needs assessment and subsequent resource matching to ensure availability of financial resources in a timely and complete manner to facilitate achievement of the departmental mandate.
  •  Provide input into the preparation of the departmental work plan through needs assessment and subsequent human capital matching to ensure all departmental tasks are carried out in a timely and complete manner.

REQUIREMENTS FOR APPOINTMENT:

For appointment to this position, a candidate must have:

  • Master’s Degree in Procurement Supply and Chain Management, logistics or equivalent qualification from a recognized institution;
  • Bachelor’s Degree in Procurement Supply and Chain Management, or equivalent qualification from a recognized institution;
  • Six (6) years relevant work experience in public or private institution three (3) of which should have been in a Senior Assistant Supply Chain Management Officer or its equivalent in public or private sector.
  • Attended a management course lasting not less than four weeks from a recognized institution.
  • Membership of professional body either KISM or CIPS in good standing;
  • Proficiency in computer applications
  • Valid practicing license from KISM
  • Demonstrated results in work performance; and
  •  Fulfilled the requirements of Chapter Six of the Constitution.
