Job Description

We are a global team of lawyers, investigators, social workers, community activists and other professionals. We work to protect the poor from violence through 17 field offices throughout Africa, Latin America and South and Southeast Asia-and 95% of us are at work in our own countries. But we don’t work alone. Our work would be impossible without the partnership of local law enforcement and justice system officials, aftercare professionals, NGOs, churches, students, parents, friends and scholars standing together to protect the poor from violence. Summary

The successful candidate will lead and coordinate training and sensitization events for public justice system officials and the general public through developing and revising curricula and training plans for technical trainings of police officers, public prosecutors and other officials as well as identifying training needs within the Justice system.

This position is based in Nairobi and reports directly to the Senior Manager, Partnerships, Policy & Advocacy.

Responsibilities

  • Develop civic education materials and policy briefs for community and public engagement;
  • Conduct training needs assessments with participant populations, and incorporate the results and expert input into training presentations and content development;
  • Advise program partners on their training plans and curriculum, and facilitate the modeling and documentation of best practices into their policies;
  • Provide regular feedback to the Senior Manager Partnerships, Policy & Advocacy on training program progress, including advice on program revisions;
  • Advocate with policy makers, including the Judiciary, Prosecution, Investigative and other law enforcement agencies to improve access to justice;
  • Represent IJM in public speaking engagements, meetings and media events;
  • Track developments in law, policy and procedure which impact the IJM Kenya Justice System Strengthening model;
  • Strengthen existing partnerships, and identify and develop strategic collaborations with civil society organizations working within the program scope;
  • Prepare Opinions, Memos and Policy briefs on legislative changes and their impact on the public justice system for use in lobbying for key legal and policy reforms;
  • Work with Senior Manager PPA and the Communications and Media team on the design of strategic activities and messaging to create social demand for law enforcement accountability among political leaders, church partners and communities;
  • Work with the Senior Manager Partnership Policy and Advocacy to design, pilot and implement programs with government partners to model and test proposed improvements to the public justice system, obtaining buy-in from partners for pilot programs and implementing those pilots;
  • Supervise, mentor, and manage the efforts of the Partnership Policy and Advocacy program team;
  • Support the monitoring and evaluation design, review and use of effective data collection tools for training and pilot programs;
  • Work with other heads of departments to ensure regular communication of program experiences and lessons impacting the casework of IJM;
  • Work with casework teams and the Monitoring and Evaluation teams to synthesize information collected from cases and field work which impact program goals;
  • Assist in planning lobbying engagements – specifically with political leaders, senior government officials and key church partners;
  • Assist in drafting legal opinions, legislative briefs and legal pleadings for legal interventions and advocacy;
  • Support IJM in fundraising and activation efforts;
  • Assist in hosting program guests, visitors, and volunteers; and
  • Perform other tasks as assigned by the Senior Manager Partnership Policy and Advocacy.

Requirements

Travel Requirements

  • This position requires travel within Nairobi and its environs during working hours and frequent travel to other parts of Kenya in support of program initiatives.

Required Skills And Experience

  • Law degree from an accredited University;
  • Admitted Advocate of the High Court of Kenya, with a current practicing certificate;
  • At least five years’ post admission experience in legal practice and/or the development and implementation of justice sector program activities; and
  • Experience in legal analysis and policy review.

Critical Qualities

  • Proven track record in delivering successful trainings, public speaking engagements and similar activities;
  • Excellent strategic and critical thinking demonstrated in legal analysis;
  • Excellent oral and written communication skills and fluent in English and Kiswahili;
  • Great collaborator and persuasive with ability to develop effective working relationships in a multi-disciplinary cross-cultural team and with strategic partners at all levels;
  • Passionate commitment to IJM’s mission and values;
  • Sustained positive attitude with exceptionally high levels of honesty and integrity;
  • Proficient multi-tasker and able to prioritize effectively;
  • Highly organized, and a creative and proactive problem solver.
