Recreation Services Manager

JOB RESPONSIBILITIES
The Recreation Services Manager is responsible for managing and overseeing all morale, welfare, and recreation (MWR) programs and activities, ensuring compliance with safety standards, customer service expectations, and operational goals. This role includes supervising recreational staff, coordinating events, and maintaining program excellence. Key responsibilities include, but are not limited to:

  • Managing resale operations and recreational programs to ensure they meet the needs of the military community on the installation.
  • Ensuring compliance with CNICINST 1710.3 – Chapter 1, Section 114, which governs the handling and storage of hazardous materials, and maintaining current CPR certification for all relevant personnel.
  • Training employees in customer service standards equivalent to the Navy’s MWR Star Service, Achieving Extraordinary Customer Relations (AECR) course.
  • Being readily available during regular working hours and ensuring availability or that of a designated alternate within one hour for emergencies or contingencies.
  • Acting as a certified American Red Cross Lifeguard Training Instructor, providing training to designated personnel as required.
  • Proficiently officiating sports, including but not limited to Soccer, Basketball, Volleyball, Softball, and Flag Football, and ensuring the quality and fairness of all MWR-sponsored sports leagues and tournaments.
  • Organizing and promoting diverse recreational events and activities for installation personnel and families, ensuring engagement and participation.
  • Collaborating with various stakeholders to maintain and promote MWR programs, enhancing morale and welfare initiatives.
  • Monitoring and documenting the use of MWR facilities and services to ensure operational effectiveness and compliance with Navy guidelines.

MINIMUM REQUIREMENTS

  • four-year degree from an accredited college or university with a major study in one or more recreation, sports management, business administration, or a related field.
    • Alternatively, three (3) years of general experience demonstrating successful knowledge and application of the goals, principles, methods, and techniques of recreation, alongside an understanding of the interests and motivations of individuals and groups.
  • minimum of five (5) years of specialized experience in roles such as an NF-4 with a Non-Appropriated Funds Instrumentality (NAFI) or a middle manager role in a similar civilian operation.
  • Certification or ability to become a certified American Red Cross Lifeguard Training Instructor.
  • Proficiency in officiating sports such as Soccer, Basketball, Volleyball, Softball, and Flag Football.
  • Completion of, or willingness to achieve, MWR Star Service, AECR training certification.
  • Current CPR certification or the ability to obtain such certification prior to hire.

DDC Technician (Water Systems)

Amentum, a global leader in advanced engineering, technical, and professional services serving the US government, allies, and critical infrastructure sectors, is seeking a DDC Technician (Water Systems) to support a unique US Navy program based on the island of Diego Garcia. The technician will assist in performing inspection, survey, data review, and corrective action updates necessary for the ongoing maintenance and certification of water systems as specified in CNIC M-5090.1A.

Job Responsibilities:

  • Support all inspections, surveys, and data reviews associated with the water systems’ Certificate to Operate (CTO) review process as outlined in CNIC M-5090.1A.
  • Participate in conducting sanitary surveys, providing detailed assessments of water systems to identify potential health or regulatory compliance issues.
  • Respond to Requests for Information (RFI) and collect accurate and relevant data required by stakeholders, regulatory agencies, or government representatives.
  • Update the Requirements Plan of Action and Milestones (POAM) to reflect corrective actions taken or required improvements to meet compliance standards.
  • Assist with identifying and implementing required corrective actions to address deficiencies or concerns highlighted during sanitary surveys or inspections.

Certified Arborist

The Certified Arborist will be responsible for maintaining improved grounds, ensuring a neat, well-kept, and healthy appearance throughout the assigned areas while adhering to DoD regulations and landscaping service standards.

Job Responsibilities:

  • Maintain improved grounds, including prestige areas, POL areas, tanks, fence lines, pipelines, and berms, ensuring all areas meet Service Level Standards specified in J-1503050-06.
  • Conduct trimming and pruning of vegetation such as trees, shrubs, and plants in a manner that promotes their health, longevity, and aesthetic appearance.
  • Trim and maintain vegetation within and adjacent to objects located within lawn or field areas, including but not limited to fence lines, fence fabric, brick walls, signs, street lights, fire hydrants, sidewalks, parking lots and structures, building perimeters, power poles, guy wires, and valve boxes/hand holes.
  • Perform assessments to diagnose tree and plant health concerns, including the identification of pests, diseases, and environmental factors affecting vegetation.
  • Recommend and execute appropriate treatments for disease prevention, pests, or nutrient deficiencies in plants and trees, including proper fertilization, pruning, and irrigation practices.
  • Operate and maintain equipment such as chainsaws, pruners, shears, stump grinders, and other landscaping tools and machinery.
  • Ensure compliance with safety regulations and standards, including the safe use of equipment and disposal of green waste and debris.
  • Collaborate with grounds maintenance personnel to coordinate landscaping and maintenance schedules effectively.

Minimum Requirements:

  • Current certification as an Arborist (ISA Certified Arborist®) from the International Society of Arboriculture (ISA) or equivalent qualification.
  • 2-4 years of experience in arboriculture or grounds maintenance, including tree health assessment, trimming, and pest/disease management.
  • High school diploma or equivalent.
  • Proficiency in operating and maintaining landscaping and tree care equipment, including chainsaws, pruning tools, stump grinders, and similar machinery.
  • Knowledge of vegetation species, pruning techniques, disease diagnostics, and treatment best practices.
  • Understanding and adherence to landscaping and safety standards relevant to DoD operations, as outlined in applicable guidelines.
  • Ability to identify and maintain vegetation in and around various objects, such as fence lines, pipelines, buildings, and structures.

The Bicycle Mechanic will provide professional bicycle repair, assembly, maintenance, and support services for Morale, Welfare, and Recreation (MWR) programs, ensuring high-quality and safe operations for government and customer-owned bicycles.

Job Responsibilities:

  • Assemble and repair bicycles, installing replacement parts and accessories to meet manufacturer specifications and customer needs.
  • Perform routine maintenance, inspections, and adjustments of MWR-owned bicycles available for rent to ensure safety, performance, and longevity.
  • Maintain a detailed and accurate bicycle repair log, ensuring it is up-to-date and available for government review twice per month.
  • Provide bicycle repair and assembly services for customer-owned bikes, and ensure fees are established and approved by the Government prior to service.
  • Assemble bicycles for MWR programs in accordance with manufacturer guidelines.
  • Perform customer bicycle repair and assembly work in compliance with all applicable manufacturer requirements.
  • Provide on-site maintenance and repair support during all bike races sponsored by MWR on the island of Diego Garcia, ensuring bicycles are safe for use by participants.
  • Operate and maintain a safe and clean bike repair shop, ensuring tools and equipment are in proper working condition and available for efficient repair and assembly processes.
  • Work closely with customers, addressing service requests, inquiries, and concerns regarding bicycle assembly, repair, or rental.
  • Identify and order replacement parts and supplies for bicycle repair and assembly operations as needed.
  • Ensure all work complies with safety standards and maintain positive relations with customers to enhance user experience.

Minimum Requirements:

  • 1-3 years of experience as a bicycle mechanic or performing bicycle assembly, repair, or maintenance services.

Job Summary

  • Under general supervision, the MWR Technician – Bar Tenders coordinates activities required to operate Morale, Welfare, and Recreation (MWR) facilities

Principal Accountabilities

  • Must meet the installation’s minimum serving age (21) for alcoholic beverages
  • Capable of pouring and serving drinks such as beer and wine
  • Capable of mixing drinks according to the establishment’s specified recipes

  • Understand alcohol safety procedures to prevent over-intoxication
  • Knowledge of basic bar terminology
  • Capable of standing for several hours at a time

Beverage Server

Amentum, a global leader in advanced engineering, technical, and professional services serving the US government, allies, and critical infrastructure sectors, is seeking a Beverage Server to support a unique US Navy program based on the island of Diego Garcia. The Beverage Server will provide customer service and professional bartending, adhering to food and beverage handling regulations and serving guidelines to ensure a quality experience for patrons.

Job Responsibilities:

  • Serve a variety of beverages, including alcoholic and non-alcoholic drinks, in a timely, courteous, and professional manner to patrons.
  • Utilize knowledge of mixology to prepare common and specialty drinks based on patrons’ preferences and bartender guides.
  • Follow established recipes and procedures to meet quality standards in beverage preparation.
  • Ensure all beverages are served in accordance with local laws and military regulations, including CNICINST 1710.3 and ServSafe Alcohol Server Intervention guidelines.
  • Check identification to verify customers meet the minimum legal drinking age requirements (21 years of age or older).
  • Provide food and beverage service in compliance with food sanitation and handling practices as required by NAVMED P-5010-1 and CNICINST 1710.3.

Production Control Clerk / Service Writer

The Production Control Clerk is responsible for creating, updating, and data input of custom reports/information databases used for the purpose of monitoring/inducting of military and civilian equipment. Works directly the Production Control Supervisor and the Maintenance Manager.

Principal Accountabilities

  • Input, update and export information in/with GCSS Army or government approved LIS.
  • Performs accurate data entry and reporting of vehicles assigned to the program are performed 100% of the time.

Emergency Vehicle Technician

Job Summary

  • The Emergency Vehicle Mechanic performs repairs and maintains a variety of heavy equipment including, but not limited to, heavy trucks, trailers, cranes, forklifts, container handlers, back-hoes, trenchers, loaders, graders, scrapers, compactors, dozers, skid steers, and associated equipment.

Principal Accountabilities

  • Responsible for all maintenance, repair, and servicing of assigned fire vehicles and equipment to include structural Aircraft Rescue Fire Fighting (ARFF) and ambulance apparatus
  • Perform heavy equipment maintenance activities including installation, repair, trouble-shooting, diagnostics, and preventive maintenance

The Dental Assistant will provide dental support services, ensure accurate record-keeping, and assist with patient care in compliance with government regulations and dental care standards.

  • Create and maintain individual Medical/Dental records for employees arriving on Diego Garcia, ensuring accuracy and compliance with established requirements.

The Air Transportation Supervisor is responsible for overseeing fleet service operations to ensure aircraft are cleaned, serviced, and prepared for departure in accordance with all applicable regulations and procedures.

Job Responsibilities:

  • Supervise and oversee fleet service operations, ensuring all tasks are completed within the required time while adhering to standards outlined in AFI 24-605 and other applicable procedures and regulations.

Vehicle Maintenance Analyst

The Vehicle Maintenance Manager is responsible for managing vehicle maintenance and repair operations for a large fleet of military/civilian assets including, but not limited to, line haul, vertical handling, material handling, light and heavy vehicles, and/or construction equipment.

Principal Accountabilities

(Typical duties include the following, although specific duties vary by assignment or contract.)

  • Execute vehicle maintenance and recovery operations in accordance with applicable contract requirements, company policies, government regulations, and military standards
  • Manage the administration, maintenance, and distribution of approved publications, warranties, and government required documentation such as Lost, Theft, Damaged, and Destroyed (LTDD) and Estimated Cost of Damage (ECOD) reports
  • Ensure assets are properly utilized and al odometer reading are up to date and documented in the computerized maintenance management system.
  • Coordinate with managers, directors, military personnel suppliers, and vendors for warranty issues and cross leveling of assets, to ensure scheduled maintenance, reporting and tracking of all assets are completed within the appropriate time lines allotted.
  • Ensure vehicles are maintenance in accordance with the MFG and or Military levels -10, -20/-30 levels of scheduled maintenance.
  • Monitor and verify that all repairs are recorded and documented appropriately and ensure reports are completed accurately and on time.

Operate, without direct supervision, various Fire Department pumping apparatus with multiple water intake and discharge situations at an emergency scene.
  • Perform required apparatus maintenance, cleaning duties, inventory checks and weekly inspections. Additionally, after every emergency response or training drill, inventories must be checked before leaving the emergency scene or training location.
  • Driver Operator is also responsible for all documentation and reporting as required and directed by Program and Site leadership.

Fire & Emergency Services Administrative Assistant

Job Responsibilities

The Fire & Emergency Services Administrative Assistant provides critical administrative support to the Fire Chief, Emergency Management Coordinator (EMC), and Fire Marshal to ensure the efficient operation of the Fire Department. Key duties include, but are not limited to:

Administrative Support

  • Provide direct administrative assistance to the Fire Chief, EMC, and Fire Marshal.
  • Manage calendars, schedule meetings, and organize appointments.
  • Prepare agendas, reports, and materials needed for departmental activities.

Fire Inspector

Job Responsibilities

The Fire Inspector ensures compliance with fire regulations, codes, and safety standards through inspections and fire prevention activities. This critical role is responsible for identifying, managing, and mitigating fire hazards to promote the safety of personnel, facilities, and infrastructure. Key responsibilities include, but are not limited to:

  • Conducting inspections to detect, control, and eliminate fire hazards across specified facilities and operations.
  • Evaluating compliance with established fire safety regulations, codes, and guidelines, including the National Fire Protection Association (NFPA) standards.
  • Writing detailed descriptions of observed violations and preparing corrective action recommendations for compliance with legal standards.
  • Reviewing building layouts, construction plans, and fire protection systems to ensure adherence to fire safety regulations.
  • Providing fire and life safety education and outreach to employees and stakeholders as a Public Fire and Life Safety Educator I, promoting fire prevention awareness.

Fire Protection Technician

The Fire Protection Technician is responsible for supporting fire prevention, safety, and protection activities by adhering to established protocols and maintaining a safe environment for personnel and facilities. Key responsibilities include, but are not limited to:

  • Knowing the locations of all fire alarms and demonstrating the ability to activate them in case of an emergency.

Grounds Laborer

The Grounds Laborer will be responsible for performing routine maintenance and landscaping tasks to ensure improved grounds, operational areas, and stormwater drainage systems are maintained in a neat and sightly appearance and in compliance with required standards.

Job Responsibilities:

  • Perform routine grounds maintenance operations including mowing, trimming, pruning, mulching, weeding, raking, planting, fertilizing, and watering for improved grounds and landscaped areas.
  • Assist with the maintenance and cleaning of stormwater drainage systems, ensuring they remain free of debris, blockages, and other obstructions that could disrupt proper water flow.
  • Operate and maintain groundskeeping equipment, including lawnmowers, weed trimmers, brush cutters, blowers, and other related tools.
  • Collect and remove leaves, grass clippings, trash, and debris from grounds, operational areas, parking lots, walkways, and other outdoor environments.
  • Install and maintain plants, trees, and shrubs as directed, ensuring they are adequately watered, fertilized, pruned, and protected from pests or diseases.
  • Assist in the repair and maintenance of irrigation systems to ensure the proper distribution of water to all landscaped and grassy areas.
  • Report any observed maintenance issues, equipment malfunctions, or unsafe conditions to the Grounds Crew Leader or designated supervisor.
  • Follow established safety protocols and guidelines while performing grounds maintenance and using manual and powered equipment.

  • Work as part of a team to address service orders and meet contractual requirements for grounds management tasks.
  • Assist with seasonal or special projects as assigned by the Grounds Crew Leader or supervisor.

Firefighter

Job Summary

The Firefighter is responsible for protecting lives and property from fire by performing rescue and fire fighting operations that involve fires, vehicle accidents, and natural disasters.

Principal Accountabilities

  • Perform search, rescue, and firefighting operations involving fires, accidents, floods, bomb incidents, and spillage of dangerous substances
  • Safely and efficiently operate emergency response vehicles, equipment, and tools
  • Operate hand and power tools to ventilate structures, position and climb ladders, pull hoses from truck bed and connect to hydrant and pump apparatus, and operate water charged hose lines of various sizes to combat fires
  • Operate pumps, foam generators, boom and ground sweep nozzles, and other similar equipment
  • Perform salvage and overhaul operations to minimize damage
  • Participate in station drills and emergency procedures training
  • Respond to hazardous materials emergencies in accordance with requirements
  • Perform other duties as assigned

Knowledge & Skills
