Job Description
The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Urban Economy Branch of UN-Habitat has the mandate to promote local capabilities
Chief of Service, Management and Programme Analysis
Responsibilities
- Overall management, work programme and strategic planning: Formulates, leads, supervises the implementation of the substantive work programme of the Division. Co-ordinates the work carried out by all the work sections and units under the Division and provides substantive reviews of the drafts prepared by the Division’s sections and units.
- Oversees the management of activities undertaken by the Division; ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division, within UN-Habitat in Nairobi and at offices away from Nairobi, with the United Nations Office Nairobi (UNON) as well as with third-party services providers.
- Contributes to the formulation of the Division’s overall strategies and policies by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the USG/ASG; contribute to the overall management of the Division’s activities and operations.
- Engages in the ongoing management of teams, task forces and committees and contribute as needed to the organization’s internal management and governance.
- Ensures that the outputs produced by the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data; ensures that all outputs produced by the sections and units under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
- Responsible for both the substantive and financial components of the work programme of the organization in liaison with the Senior Managers. Ensure that the work programme is fully aligned with the strategic plan and make recommendations to enhance organizational efficiency.
- Advises and implements recommendations of the oversight bodies and external evaluations in what concerns the division’s attributions.
- Human Resources and Professional Development: Oversees all aspects of planning and strategic management of human resources of UN-Habitat taking due account of geographical and gender balance and other institutional values; supports the efforts of the Executive Director to promote women in leadership positions.
- Manages, guides, develops and trains staff under his/her supervision; fostering teamwork and communication among staff in the Division and across organizational boundaries with a specific focus on relations with UNON and third-party service providers.
- Provides guidance and oversight for evaluation of staff performance (PAS) and professional development of staff.
- Finance and Budget Management: Takes full responsibility for the management of the Division’s budget, ensuring efficient financial planning, allocation, and monitoring of funds in alignment with the Division’s objectives.
- Acts as the Secretary of the Budget Committee and reports regularly to the Executive Director and senior management team.
- Implements and advises on recommendations from oversight bodies and external evaluations related to the Division.
- Advises on effective implementation modalities for UN-Habitat’s programmes and projects.
- Represents the Division at international, regional or national meetings
- Perform other functions as required
Education
- Advanced university degree (Master’s degree or equivalent) in business administration, public administration, Management, finance, economics, accounting, law, social sciences or related area is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget, procurement or related field is required.
- Experience in Human Resources (HR) management and the application of Human Resources rules and regulations, particularly in the context of managing a large-scale, international organization is required.
- Experience in coordinating and overseeing the preparation of reports for presentation to intergovernmental bodies and executive boards is desirable.
- Experience in overseeing services provided to or in field locations of the United Nations or a comparable international organization is desirable.
- Experience in data analytics or related area is desirable.
Chief of Section, Human Resources Management
Responsibilities
- Develops and implements HR strategies aligned with the Organization’s goals and operational priorities.
- Lead organizational development initiatives, including workforce planning, talent management and succession planning.
- Develops and implements new human resources policies, practices, and procedures to meet the organization’s evolving needs.
- Monitors and ensures the implementation of human resources policies, practices and procedures.
- Provides expert advice to senior management on all aspects of human resources policies, procedures and provides proactive and innovative approaches to delivering human resources services as well as to strategic and policy issues.
- Represent the Organization in negotiations with staff, staff representatives and at inter-agency bodies dealing with human resources issues. Participates and supports salary surveys for local staff and cost-of-living surveys for professional and higher categories
- Prepares UN Habitat specific HR related guidelines, position papers and briefing notes.
- Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
Education
- Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of ten (10) years of progressively responsible experience in human resources management, with a focus on strategic oversight and advisory roles, is required.
- Experience in the interpretation and application of staff regulations, rules, and human resources policies, is required
- At least three (3) years of experience in handling and advising on staff selection, recruitment, and mobility strategies is required.
- Experience in advising on the management of conduct and discipline cases, as well as matters under an administration of justice framework, is required.
- Experience in implementing effective strategies for fostering a diverse and inclusive workplace is required.
- Experience in handling and advising on gender balance, diversity, inclusion, and disability-related matters is required.
- Experience with an enterprise resource planning tool for human resources management is desirable
- Experience working in an international or regional intergovernmental organization is desirable.
- Experience in data analytics or related area is desirable.
Project Officer
Responsibilities:
- Within delegated authority, the Project Officer (Individual Contractor) will be responsible for the following duties:
- Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Establish and execute close collaboration and coordination with JOSP implementing partner agencies and relevant government entities; hereby focus upon fully operationalizing the Maareynta project coordination structure
- Provide substantial input in Technical Working Group sessions related to Durable Solutions and implementing partner meetings
- Researches, analyzes and presents information gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
Qualifications/special skills
- Advanced university degree (Master’s degree or equivalent) in architecture, civil engineering, urban and regional planning, economics or physical sciences relevant to development and management of human settlements or a related field is required.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in human settlements, project or programme management or related field is required.
- Working experience in urban planning and design, urban management and participatory planning processes and /or local governance matters is required
- Experience with durable solutions and/or urban resilience is desirable.

Urban Planner and GIS Expert
Duties and Responsibilities
- Provide technical expertise in urban planning and spatial analysis for the Urban Lab;
- Support and contribute to the development of methodologies and guidelines on evidence-based spatial analysis to be tested and implemented in the Urban Lab projects;
- Advise and work with the Urban Lab team to collect, compile, analyse and interpret data to guide and inform the CRC project;
- Develop critical analysis of existing planning documents and instruments with GIS support in Mozambique;
- Provide technical assistance in the preparation and implementation of Climate Resilient Urban Development Strategies
- Advise and work with the Urban Lab team on planning and designing effective, resilient, sustainable and fit-for-propose solutions;
- Draft progress reports regarding the implementation of the projects, including documentation, knowledge management, advocacy and outreach;
- Develop content and deliver capacity reinforcement training at national and local scales.
Qualifications/special skills
- Academic Qualification; Advanced university degree (master’s degree or equivalent) in Geography, Urban Studies, Urban and Regional Planning, or a related field.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree is required.
- Work Experience; At least 2 years of relevant work experience in the field of urban development and planning and design (and/or related fields) with direct proven experience of drawing and preparing plan graphical material using computer assisted design tools, with special attention to data management and processing with GIS software is required;
- Direct proven experience of urban planning projects/processes, in combination with e.g. urban resilience, mobility, project finance, and/or data systems is required.
Working Group Coordination Consultant (Remote)
- The consultant will support the Working Group 1 co-leads with coordinating the peer review process of the draft report and with incorporating some of the feedback received by peer reviewers as needed.
- Communications, advocacy and capacity development
- Contribute to/Develop advocacy/awareness-raising materials and engage in the organization of high-level events, as appropriate, to promote the uptake – among UNCTs and other key stakeholders – of approaches to localize the six transitions as a pathway to achieving the SDGs, with a focus on the dissemination of the key messages of the policy guidance and recommendations report.
- Support in the creation of relevant capacity development tools for UNCTs and other relevant stakeholders.
- Support the Local2030 Coalition’s Working Group 2 in liaising and coordinating with potential pilot countries to advance SDG implementation through local actions in one or multiple transitions.
- Reporting The consultant will report to the Coordinator, SDG Localization and Local Governments and the SDG Cities Flagship and the co-leading agencies of Working Group 1 of the Local2030 Coalition, providing regular updates on progress and deliverables.
Qualifications/special skills
- Advanced degree in international development, public policy, or a related field is required.
- At least 5 years of relevant professional experience in policy support, coordination and policy analysis for development planning and implementation is required.
- Proven expertise in SDG localization, multilevel governance, and knowledge of United Nations mechanisms.
- Experience working with UNCTs and knowledge of SDG-related initiatives. Strong analytical skills and experience in producing policy analyses and synthesizing complex information.
Urban Development Expert (Field Coordinator)
Duties and Responsibilities
- Under the overall supervision of the Chief Technical Advisor/Snr. Programme Management Officer, the consultant will be responsible for the following duties:
- Field Coordination for the project at the county and municipal level a. Provide liaison and coordination across county governments and municipal boards and various partners at both strategic, policy and technical levels to link humanitarian and development work to long-term urban development objectives in line with KUSP 2(WHR)
- Coordinate and report on all field activities scheduled by the project.
- Technical support for the implementation of UIG and UDG activities of the counties/municipalities.
- Provide technical support to municipalities to mobilize stakeholders and to establish Municipal Level Cooperation Frameworks b. Support county governments and municipalities to undertake trainings on Private Sector Engagements.
- Technical support to counties to integrate refugee issues in the County Urban Institutional Development Plans with focus on refugee-host community integration, including aspects of social accountability and citizen engagement.
- Technical support to institutional design and development of Inclusive Municipal Governance Systems including the establishment of Municipality Cooperation Frameworks and the Urban Fora. a. Provide technical support and capacity development training to strengthen the urban planning function in the counties and municipalities, including aspects of public-private sector relations, and stakeholder participation.
- Support the drafting of Practice Notes for Municipal Managers on municipal engagement with Residents Fora and the private sector
- Support municipalities in the facilitation of Residents Fora meetings and Participatory Planning workshops for annual IDePs.
- Conduct training for Residents Fora leadership on participatory municipal governance.
- Support the drafting of Guidance Notes on Residents Fora engagement with municipal administration, based on project lessons and social audits
- Develop thematic reference materials on enhancing local economic development and private sector development towards self-reliance.
- The consultant will be deployed as the Field Coordinator (FC)
Qualifications/special skills
- Advanced university degree (Master’s degree or equivalent) in town or urban planning, economics, civil engineering, urban development/governance, environmental sciences, geospatial or geomatics engineering, sustainable development, social sciences, community development or related area is required.
- A first- level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five (5) years of progressively responsible experience in providing strategic support to partnerships, project/programme management, and resource mobilization is required. 1 year or more of experience in data analytics or related areas is desirable.
- Experience working in hardship areas like Kakuma and Dadaab, particularly in the refugees’ camps and settlement is desirable.
- Experience in community-based development is desirable.
- Experience working with the Kenyan Government at the level of the County and National level is desirable Work experience within the United Nations System or similar organization is desirable Registration with a relevant professional association is required.
