Agricultural Officer

Duties and Responsibilities  
An officer at this level will be deployed in the sub-county to coordinate activities in one of the following areas;

  • Undertaking crop production,
  • Assisting in land development,
  • Undertaking agricultural extension and project management,
  • Managing information desk within the sub county.
  • Performing any other duty that may be assigned by the supervisor

Requirements for Appointment 

  • Be a Kenyan Citizen (Attach ID)

  • A Bachelor of science degree in any of the following fields; Agriculture,
  • Horticulture, Agricultural Extension and Education, Agribusiness

Assistant Agricultural Officer III

Duties and Responsibilities  
An officer at this level will be deployed at the ward to

  • Training and advising farmers on matters related to crop production, Land development and planning and management of demonstration plots.

Duties and Responsibilities  
Specific duties and responsibilities will include,

  • The activities at this level will entail assisting in designing livestock enterprise plans, and
  • Assisting in training sub-Locational and Locational staff and farmers.

Animal Health Assistant II

Duties and Responsibilities  

  • Participating in disease research and reporting:
  • Demonstrating and training on milking techniques;
  • Demonstration of external parasite control techniques such as dipping, spraying and dusting;
  • Carrying out vaccination and undertaking closed castration, dehorning, deworming, disbudding, docking, de-beaking, hoof trimming and meat inspection

Fisheries Officer

Duties and Responsibilities 
Duties and responsibilities will entail:

  • Receiving and compiling fisheries-related statistical data from field officers;
  • Analysing fisheries data and preparing reports;
  • Assisting in monitoring, control, and surveillance of the fisheries resources;
  • Undertaking fisheries extension activities;
  • Maintaining ponds at fish farms and hatcheries;
  • Inspecting fish and fish handling facilities at fish landing sites, markets, and farms;
  • Assisting in the promotion of fish marketing and value addition.

  • Undertaking disease control activities such as disease search, vaccination and enforcement of livestock movement regulations;
  • Participating in the training of stakeholders in vector control programmes;
  • Treating sick animals;
  • Advising on good veterinary practices;
  • Collecting data and preparing reports on animal health, products and markets;
  • Providing advices on animal breeding and welfare;
  • Undertaking post-mortem examinations and other diagnostic tests.  Performing any other duty that may be assigned by the supervisor

Assistant Animal Health Officer IIII

Duties and Responsibilities 
Duties and responsibilities at this level will entail:

  • Participating in animal health field demonstrations and agricultural shows;
  • participating in sample collection and dispatch, inspecting livestock routes;

  • Maintaining cleanliness of the workplace.

Requirements for appointment  
For appointment to this grade, a candidate must

  • KCPE and KCSE Certificate with a mean grade D+ (Plus) (Attach certificates)
  • Have Plant Mechanics National Trade Test Certificate Grade III/ apprentice Certificate awarded by the Directorate of Industrial Training or its equivalent and relevant qualification from a recognized institution.

Plant Operator III

Duties and Responsibilities 
Duties and responsibilities at this level will entail

  • Operating machines of ‘difficult rating’ C;
  • Assisting machine attendants in identifying possible breakdowns;
  • Liaising with mechanics for servicing;
  • Making daily and weekly oil checks;
  • Maintaining the cleanliness of the plants.
  • Performing any other duty that may be assigned by the supervisor

Requirements for Appointment 
For appointment to this grade, a candidate must:

  • KCPE and KCSE Certificate with a mean grade of grade D plain (Attach certificates)
  • Have passed the Suitability Test for Plant Operators Grade III;
  • Possess a valid driving license free from current endorsements for class(es) of machine(s) that one may be required to operate;
  • Be able to operate at least two (2) Plants of “difficult rating’ C;
  • Attended a First-Aid Certificate Course lasting not less than one (1) week from St. John ambulance or the Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution.

County Solicitor

Duties and Responsibilities 
Duties and responsibilities entail;

  • The County Solicitor shall be the Principal Assistant of the County Attorney in the execution of the functions of the office of the County Attorney;
  • On behalf of the County Attorney, taking up complex litigation or ADR matters for the county government as directed;
  • Assisting the County Attorney in coordinating and managing all technical units in the office;
  • Assisting the County Attorney in organizing, coordinating, and managing administrative and legal functions of the Office;
  • Implementation and realization of strategic plans and objectives in respect of the legal function;
  • Overseeing the conduct of litigation and ADR on behalf of the County Government;
  • Monitoring and advising on potential litigation and efficient resolution of disputes involving the County Government;
  • Diligently executing the functions and exercise the authority provided for in the County Attorney’s Act;
  • Reviewing office reports and ensure efficient record management and record keeping;
  • Reviewing legal instruments including; contracts, lease agreements and memorandum of understanding between the county government and its collaborators;
  • Legislative drafting and policy development in consultation with departments for efficient running of county government;
  • Articulating county attorney’s position in meetings, seminars, negotiations and conventions;
  • Coordinating and supervising training and development of staff and attachment of candidates for pupillage in the office of the County Attorney;
  • Ensuring Compliance with principles and values of good governance, human rights, transparency, accountability, ethics and integrity;
  • On behalf of the county attorney, monitoring performance of external counsel representing the county government; and
  • Undertaking any other duties which might be delegated by the County Attorney.

Requirements and competencies for appointment 
For appointment to this grade, a candidate must have:

  • Bachelor of Laws (LLB) degree from a recognized University
  • Be an Advocate of the High Court of Kenya for not less than five (5) years post admission and in possession of a current practicing certificate

  • Meet the requirements of Chapter Six of the Constitution of Kenya, 2010
  • A Certificate in Senior Management Course from Kenya School of Government;
  • Master’s degree in Law, Management or a Social Science will be an added advantage

Legal Officer

Duties and responsibilities  
Duties and responsibilities entail;

  • Supporting in the discharge of duties as assigned in the respective technical unit
  • Maintaining accurate filling and recording system and track file movement for efficient record management and record keeping;
  • Drafting contracts, lease agreements and memorandums of understanding between the county government and its collaborators;
  • Articulating county attorney’s position in meetings, seminars, negotiations and conventions;
  • Initiating and undertaking research on complex and emerging issues;
  • Preparing legal opinions and briefs on behalf of the County government
  • Conducting research in order to ensure the County government is acting in accordance with all applicable laws as well as offering recommendations on the same;
  • Drawing up and submitting service level agreements, contracts, agreements and other legal documents in which the County government is a party;
  • Presenting information on a written or oral platform that all counsel and staff can understand;
  • Attending all monthly departmental and county meetings to ensure efficiency of the County functions as directed; and
  • Supporting the designated county departments and agencies on legal matters.

Accountant I

Duties and Responsibilities 
Duties and responsibilities will entail:

  • Preparing financial statements and other books of accounts.
  • Revenue collection & accounting.
  • Budgeting & budget monitoring.
  • Processing payments and receipt vouchers.
  • Preparation and verification of vouchers and committal documents in accordance with laid down rules and regulations.
  • Data capture, maintenance of primary records such as cashbooks, ledgers, vote books, registers.
  • Preparation of simple management reports e.g., Imprest and expenditure return etc.
  • He/she will be responsible for the safe custody of Government records and assets under him/her, analysis of the below the line accounts and may be deployed as a cashier where duties will entail receiving duly processed payments and receipt vouchers and posting payments and receipt vouchers in the cash books.
  • Arranging for withdrawal of cash for office use and ensuring safety of the same at all times.
  • Extracting and providing cash liquidity analysis.
  • Ensuring security of all accountable documents including cheques and cheque books where applicable.
  • Ensuring compliance with all statutory deductions.
  • Compiling and Maintenance of a comprehensive and up-to-date Fixed
  • Asset Register
  • Implementing internal controls to prevent theft, loss, or misuse of government property.

Duties and Responsibilities 
Duties and responsibilities will entail:

  • Preparation of audit plans, programmes and budgets;
  • Reviewing internal control systems on financial and other operations of Departments; and ensuring economy, efficiency and effectiveness in financial and operating systems including computer systems.
  • Verifying the existence and safety of government assets;
  • Preparing Audit Reports to management and follow up on action taken;
  • Supervising staff under the officer including those on-the-job training; and maintenance of high audit standards and general discipline.

Duties and Responsibilities 
Duties and responsibilities will entail:

  • Executing audit programmes;
  • Collecting audit evidence on major issues;
  • Reviewing internal control systems in operation; verifying the existence and safety of Government assets;
  • Preparation of draft reports and holding discussions with the clients;
  • Reviewing budgetary controls on the issuance of authority to incur expenditure and commitments; and

Duties and responsibilities will entail:

  • Reviewing internal control systems in operation and report on any weakness;

  • Reviewing internal controls on revenue and accounting from time to time and

Duties and responsibilities at this level will entail:

  • Gathering, collating and analyzing information and report on service delivery performance of county departments, directorates and County entities

  • County departments.
  • Providing detailed data analysis (current and historical) and reports across all service delivery areas to ensure there is an ongoing and holistic view of performance.
  • Providing support during development of performance contracts and staff
  • performance appraisals for County departments.
  • Identifying performance issues to ensure the county government achieves performance targets.
  • Preparing briefs and reports.

Be a Kenyan Citizen (Attach ID)

  • KCPE and KCSE Certificate (Attach certificates).
  • Bachelors’ degree in any of the following disciplines; Agricultural Engineering, Agricultural and Bio – Systems Engineering, Soil Water and Environmental Engineering, Environmental and Bio Systems Engineering, Biochemical and processing Engineering or Soil and Water Engineering from recognized institution
  • Served in the grade of Senior Superintending Engineer (Irrigation) for a minimum period of five (5) years in Public Sector; or seven (7) years in equivalent position
  • Master’s degree will be an added advantage
  • Been Registered as an Engineer with Engineers Registration Board
  • Corporate membership with institute of Engineers of Kenya (IEK)
  • Certificate in Senior Management Course lasting not less than four (4 weeks) from a recognized institution
  • Meets the requirements of Chapter 6 of the Constitution of Kenya.

 

Assistant Engineer II Water and Sewerage

Duties and Responsibilities 
Duties and responsibilities at this level will entail:

  • Carrying out feasibility studies
  • Planning and designing water supply and Sewerage infrastructure
  • Carrying out research activities in various aspects of Water and
  • Sewerage and hydraulic systems
  • Performing any other duty that may be assigned by the supervisor.

Requirements for Appointment 

  • Be a Kenyan Citizen (Attach ID)
  • KCPE and KCSE Certificate (Attach certificates)
  • Have a bachelor’s degree in Civil Engineering from a recognized institution
  • Be registered by the Engineers Registration Board of Kenya as a Graduate Engineer
  • Relevant experience of two years and above (Attach evidence).

 

Inspector Water and Sewerage

Duties and responsibilities at this level will entail:  

  • Planning and supervising construction works and water supplies and sewerage schemes
  • Compiling operation and maintenance data
  • Supervising water operators and artisans
  • Performing any other duty that may be assigned by the supervisor.

Requirements for appointment  

  • Be a Kenyan Citizen (Attach ID)
  • KCPE and KCSE Certificate (Attach certificates).
  • Diploma in either Water Supply Technology or Water Engineering from a recognized institution or equivalent qualifications from a recognized institution,
  • Three (3) year Certificate in Technical Training from a recognized institution.
  • Relevant experience of two years and above (Attach evidence).

 

Youth Polytechnic Instructor III

Duties and Responsibilities 
The duties and responsibilities will entail:

  • Theoretical and practical instruction in the area of specialization;
  • Preparing and maintaining schemes of work, lesson plans, lesson notes, trainee records, teaching and learning materials;
  • Carrying out trainee assessment
  • Ensuring proper care and maintenance of tools and equipment
  • Conducting co-curricular activities.
  • Maintaining trainee’s discipline
  • Guiding and Counseling trainees.
  • Any other duty as may be assigned by the supervisor

Requirements for appointment

  • Diploma in Plumbing or Building Technology
  • Have excellent interpersonal skills
  • Certificate in computer proficiency

Director Valuation and Housing

Duties and responsibilities 

  • Advising the Executive Committee Member on the appropriate methods of rating and rates struck;
  • Responsible for advising stakeholders and clients on all technical matters related to the land valuation and rating,
  • Custodian of the valuation roll and supplementary valuation roll;
  • Preparing and management of the County valuation roll and the rates register;
  • Advising on area rating and all matters related to ratable property;
  • Administering area rates and valuation roll;
  • Preparing schedules or rates; Issuing of rates clearance certificates;
  • Supervising, managing, developing and appraising staff under him/ her;
  • Coordinating activities in the Valuation department;
  • Formulating and implementing the County valuation policies.

Requirements for appointment

  • Master’s degree in Land management, Valuation, Land Economics, Real Estate,
  • Property Management from a recognized institution;
  • Bachelor degree in any of the following discipline: Land management, Valuation, Land Economics, Real Estate, Property Management from a recognized institution;
  • At least seven (7) years relevant experience in valuation and served in a relevant and comparable senior leadership position in a large organization for a minimum period of three (3) years in the public or private sector.
  • Full member of The Institution of Surveyors of Kenya (VEMS Chapter);
  • Registered by the Valuers registration board;
  • Certificate in Strategic leadership Development Programme (SLDP) Course lasting not less than four (4) weeks from a recognized institution OR its equivalent will be an added advantage.
  • Satisfies the requirements of Chapter Six of the Constitution of Kenya.

 

Senior Assistant Director, Of Medical Services/Radiologist

Duties and responsibilities at this level will entail; 

  • Undertaking general diagnosis, care, treatment and rehabilitation of patients;
  • Carrying out specialized clinical care;
  • Providing psycho-social interventions;
  • Providing clinical services to patients;
  • Training, analysis and interpretation of medical images to diagnose conditions and monitor treatment progress;
  • Carrying out forensic and medico-legal services;
  • Coordinating disease surveillance, prevention, and control;
  • Coordinating health education and promotion;
  • Implementing health projects and programs; maintaining up-to-date health information systems;
  • Monitoring provision of health treatment and care;
  • Undertaking health research; and Analyzing medical reports.

For appointment of this grade, a candidate must have:

  • Valid practicing license from Medical Practitioners and Dentist Board;

Duties and responsibilities at this level will entail; 

  • Undertaking general diagnosis, care, treatment and rehabilitation of patients;
  • Carrying out specialized clinical care;

  • Providing clinical services to patients;
  • Training, consulting and performing surgeries in various health facilities;
  • Carrying out forensic and medico-legal services;
  • Coordinating disease surveillance, prevention, and control;
  • Coordinating health education and promotion;
  • Implementing health projects and programs;
  • Maintaining up-to-date health information systems;
  • Monitoring provision of health treatment and care;
  • Undertaking health research; and
  • Analyzing medical reports.

For appointment of this grade, a candidate must have:

  • KCPE and KCSE Certificate
  • Bachelor of Medical and Bachelor of Surgery (M.B.Ch.B) degree from an institution recognized by Medical Practitioners and Dentists Board;

Registered Nurse III (Peri-Operative)

Duties and Responsibilities 
The duties and responsibilities at this level will entail:

  • Assessing, planning, implementing nursing interventions and evaluating patient’s outcomes;
  • Providing appropriate healthcare service including Integrated Management of Childhood Illnesses (IMCI), immunization, PMTCT, ante-natal care and delivery, providing health education and counselling to patients/clients and community on identified health needs;
  • Referring patients and clients appropriately;
  • Facilitating patients’ admission and initiating discharge plans;
  • Maintaining records on patients’/clients’ health condition and care;
  • Ensuring a tidy and safe clinical environment; and
  • Collecting and compiling data.

Requirements for Appointment 
For appointment to this grade, a candidate must have: –

  • Be a Kenyan Citizen (Attach ID)
  • KCPE and KCSE Certificate
  • Higher Diploma in Kenya Registered Perioperative Theatre Nursing.
  • Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya
  • Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and
  • Psychiatry from a recognized institution;
  • Registration Certificate issued by the Nursing Council of Kenya;
  • Valid practicing license from Nursing Council of Kenya, and
