Assistant Director Lands & Urban Planning

For appointment to this grade, an Officer must:-

  • Be a Kenyan citizen;
  • Hold a bachelor’s degree in urban and regional planning from a recognized universi-ty;
  • Be registered as a physical planner under the Physical Planners Registration Act, 1996;
  • Be member of Kenya Institute of Planners (KIP) or Architectural Association (town Planners chapter);
  • Be in good standing with relevant Professional body;
  • Hold a certificate in Strategic Leadership Development Programme (SLDP) or its equivalent lasting not less than six (6) weeks from a recognized institution;
  • Master’s degree in urban and regional planning from a recognized university will be an added advantage;
  • Have at least five (5) years’ post-qualification professional experience in physical and land use planning; and
  • Is not otherwise disqualified under the provisions of Chapter Six of the Constitution or any other written law.

 Duties and responsibilities 

  • Advising the county government on physical and land use planning matters that im-pact the County;
  • Formulating county physical and land use planning policies, guidelines and stand-ards;
  • Preparation of county physical and land use development plans;
  • Preparation of local physical and land use development plans;
  • Participating in the preparation of inter-county physical and land use development plans;
  • Undertaking research on matters relating to physical and land use development plan-ning at the county level
  • Recommending to the County Government the Establishment of planning units as may be necessary;
  • Maintaining land information system to guide physical and land Use planning;
  • Communicating decisions of the county government development applications;
  • Issuing development permission and other development control instruments under this Act with the approval of the county executive committee; and
  • Any other duty as assigned by immediate supervisor.

Physical Planners – 2 Posts

Duties and Responsibilities

  • Initiating, preparing and monitoring the implementation of County and local physical and Land Use development plans;
  • Providing advice on development applications and development control matters;
  • Implementing and providing feedback on physical and land use planning guide-lines and standards;
  • Managing physical and land use planning data;
  • Preparing action plans for specific projects such as residential housing schemes, shopping centers, industrial estates and recreational facilities;
  • Undertaking thematic regional studies on matters relating to physical and land use planning;
  • Preparing annual state of physical planning reports on county and local physical development plans;
  • Set agenda and convene physical planning liaison committee meetings;
  • Keeping record of deliberations and communicate decisions of the physical plan-ning liaison committees;
  • Management of physical and land use planning data; and
  • Performing any other duty that may be assigned by the supervisor

Requirements for Appointment
For appointment to this grade, an officer must: –

  • Have a bachelor’s degree in any of the following disciplines: Urban and Regional Planning, Urban Planning or Town Planning from a recognized institution.
  • Be a  member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planner Chapter);
  • Have a certificate in computer applications from a recognized institution;

Agricultural Officer – 3 Posts

Requirements for appointment;
For appointment to this grade, a candidate must have:

  • Bachelors of Science degree in any of the following fields: – Food Science, Home Eco-nomics, Agriculture, Horticulture, Agricultural Economics, Natural Resources Manage-ment, Agribusiness, Agriculture Extension, Agricultural Education or any other relevant and equivalent qualification from a recognized institution;
  • Certificate in computer application skills.

Duties and responsibilities

  • An officer at this level will be deployed to coordinate activities on one of the following areas; crop production, land development, agricultural extension and project management. Further, duties and responsibilities will entail management of information desk within the division.

 

Plant Operator III – 5 Posts

Requirements for appointment;
For appointment to this grade a candidate must have:

  • Kenya certificate of secondary education (KCSE) mean grade “D” plain or equiva-lent qualification from a recognized institution;
  • Passed the suitability test for plant operator III
  • A valid driving license free from any current endorsement for the relevant class (es)of plant
  • Be able to operate at least two (2) plants of ‘difficult’ rating ‘C’
  • Attended a first aid certificate course lasting not less than 1 week from St. john am-bulance or KIHBT
  • Experience in plant operation will be an added advantage.

Duties and responsibilities

  • This is the entry and training grade for plant operators. Duties and responsibilities will entail;  operating machines of difficult rating’ C; assisting machine attendance in identifying possible breakdowns; liaising with machines for servicing making daily and weekly oil checks and maintaining the cleanliness of the plant

 

Support Staff

Requirement for appointment
For appointment to the grade, a candidate must have:

  • KCSE with a mean grade of D plain
  • Hold of a national identification card
  • Certificate in computer will be an added advantage.

Duties and responsibilities:

  • Duties and responsibilities at this level will include: maintaining office cleanliness; Messen-gerial duties; and undertaking any other duties as assigned by the supervisor.

 

Engineer II – Agriculture – 2 Posts

Requirement for Appointment
For appointment to the grade, a candidate must:

  • Be a Kenyan citizen
  • Have a Bachelor’s degree in any of the following disciplines: – Agricultural Engineering such as soil and water, Mechanization/ farm power, structures or any other relevant and equivalent qualification from a recognized institution;
  •  Certificate in computer application skills.

Duties and Responsibilities

  • This will be the entry and training grade for this cadre.  An officer at this level will be deployed in a project area where he/she will be involved in the implementation of Engineering activities.  Specific duties will include implantation of programmes in soil and water conservation, mecha-nization extension and agro-processing.

 

Inspector Agriculture

Requirements for appointment;
For appointment to this grade, a candidate must have:

  • Diploma in field of agricultural engineering such as soil and water, mechanization/farm power, surveying or any other relevant and equivalent qualifications from recognized in-stitution;
  • Technician part III Certificate in field of Agricultural Engineering such as soil and wa-ter, mechanization/farm power, structures, surveying or any other relevant and equiva-lent qualifications from recognized institution.

Duties and responsibilities

  • This is the entry and training grade for diploma and technician part III certificate holders. An officer at this level will work under the guidance and close supervision of a senior officer. Specific duties will involve provision of agricultural engineering works, services, and mechanization extension.

 

Livestock Production Officer – BA- Scale -K – 2 Posts

Requirements for appointment
For appointment to this grade, candidates must have;

  • Bachelor’s degree in any of the following disciplines; Animal Science, Animal Produc-tion, Agriculture, Apiculture, Food Science and Technology, Agribusiness, Range Man-agement, Natural Resource Management, Livestock/ Agricultural Economics, Dairy Technology or Agricultural Education and Extension from a recognized institution; and Land and Environmental Management, Land and Water Management; Soil Environment and Land Use Management; Soil Science or equivalent qualification from a recognized institution;
  • Certificate in computer applications from a recognized institution.

Duties and responsibilities

  • This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this level will entail; preparing live-stock technical information; providing technical advice in animal production, livestock market-ing, range management, apiculture, and ranching, promoting economic livestock farming; par-ticipating in organizing extension activities which include field days, agricultural shows, field demonstrations, farmer field schools and farm visits; participating in collaborative research ac-tivities; disseminating livestock production technologies such as construction of livestock hous-ing and structures, milk production, pasture and fodder production and conservation, farm plan-ning, gross margin analysis, on farm feed formulation; implementing livestock production pro-grammes/projects in such areas as dairy cattle farming, beef cattle, sheep , goats, pigs, poultry, rabbits, camels, donkeys breeding programmes, fodder production and conservation, value addi-tion to livestock products, apiculture, emerging livestock and other animal husbandry interven-tions; and capturing , maintain and storing livestock data.

 

Driver III

Requirements for appointment;
For appointment to this grade, an officer must have:

  • Kenya Certificate of Secondary Education mean grade D plain its equivalent qualifica-tion from a recognized institution
  • A valid driving license free from any current endorsement (s) for class (es)of vehicle (s) an officer is required to drive.
  • Attended a First Aid Certificate Course Lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized institution
  • Passed Suitability Test for Drivers Grade III
  • Passed Practical Test for Drivers conducted by the respective Ministry/Department

Duties and Responsibilities

  • This is the entry grade in to the driver’s cadre. Duties and responsibilities at this level will involve driving a motor vehicle as authorized; carrying out routine checks on the vehicle cooling, oil, electrical and brake systems, tyre pressure, etc.; detecting and reporting malfunctioning of vehicles assigned; ensuring security and safety for the vehicle on and off the road, safety of the passengers and/or goods therein, and maintaining cleanliness of the vehicle.

 

Assistant Co-operative Officer III

Requirements for appointment;
For appointment to this grade, a candidate must have:-

  • Diploma in any of the following disciplines: – cooperative management, marketing or finance from a recognized institution and
  • Certificate in computer from a recognized institution.

Duties and Responsibilities

  • This is entry and training grade for this cadre. An officer at this level will be required to work under guidance and supervision of a senior officer. Duties and responsibility will entail;- pro-moting co-operatives societies and enforcing compliance with co-operative legislation

 

Assistant Livestock Production Officer III

Requirements for appointment 
For appointment to this grade, a candidate to this grade must have: –

  • Diploma in any of the following disciplines: – Animal Health and Production, Animal Husbandry, Dairy Science and Technology, Agribusiness, Animal Production, Farm management, Apiculture, Range Management and Natural resource management from a recognized institution; and
  • Certificate in computer application from a recognized institution.

Duties and responsibilities

  • This is the entry and training grade for this cadre. An officer at this level will work under guid-ance of a senior officer. Duties and responsibilities will entail:- carrying out practical demon-strations relating to livestock production; accompanying extension teams during farm visits and farmer training; participating in field days and agricultural shows to disseminate livestock pro-duction technologies and information; collecting and collating livestock data and information for gross margins, market access and planning; participating in collaborative research activities; collecting livestock inputs and products samples for analysis and advising farmers on group formation, construction of farm structures and equipment.
