Managing Director

Job Purpose: 

The Managing Director is responsible for overseeing the company’s overall operations and ensuring its success in fulfilling its mandate. He is responsible for the day-to-day operations and                               administration of the company in consultation with the Board. He shall provide overall leadership and strategic direction of the company, lead management team, make key decisions to ensure effective achievement of set goals and objectives.

Reporting: The job holder reports to the Board of Directors.

Duties and responsibilities

  • Ensure delivery of water services in the company’s area of mandate as per the license and regulatory requirements. 
  • Develop and implement company strategies and plans, policies and programs,
  • Advise and facilitate Company Board of Directors and its committee to effectively perform their oversight role.
  • Coordinate the departments to effectively and efficiently function,
  • Coordinate the development and approval of annual work plans, budgets, and departmental reports.
  • In consultation with the chairperson, facilitate board meetings with clear agenda and provide relevant updates and provide relevant information on company operations for effective decision making.
  • Prepare board papers on matters for decision making by the board and ensure records of minutes are kept and communicated in a timely manner.
  • Ensure compliance to all regulatory requirements, including reporting to WASREB, the County Government and relevant stakeholders and all relevant laws.
  • Ensure safe custody of company assets,
  • Ensure optimal deployment of company resources – people, infrastructure, and other assets for maximum productivity
  • Coordinate the implementation of performance appraisal system for staff in the company,
  • Cause to be prepared statutory financial reports in compliance with PFM Act (2012) and Company’s Act (2015)
  • Coordinate the annual reviews of the strategic plan implementation and recasting the strategic plan’s targets,
  • Coordinating the stakeholder engagement and management to ensure a conducive external environment for implementation of programs.
  • Act as the spokesperson for the company and represent the company in stakeholder forums.
  • Facilitate robust relationships between the company, its consumers, the County Government, local leaderships, water sector agencies and other external actors through effective customer and stakeholder engagement plan.
  •  Lead in resource mobilization in support of the County Government vision for water and sanitation sector, and license requirements for the Company.

Minimum Qualifications for the Post

  • Be a Kenyan Citizen;
  • Bachelor’s Degree in Business Management, Business Administration, Engineering, Strategic Management or relevant field from a recognized institution;
  • Have at least fifteen (15) years’ experience in management of a corporate entity or water company.
  • Be a member of a relevant professional body;
  • Knowledge of relevant legislations and policies relating to water sector including mandates of various sector institutions such as WASREB, WRA, CRWWDA among others;
  • Have demonstrated ability to manage water and sewerage utilities with sound innovations;
  • Familiar with Water Sector Management and donor funded projects and demonstrated good financial management skills.
  • Meet the requirements of chapter six of the Constitution of Kenya 2010.

Technical Manager

Job Purpose: 

The Technical Manager is responsible for Managing the day-to-day operations of water treatment plants, pump stations, and the distribution network to ensure a safe, reliable, and continuous water supply of the company. Develop and implement effective maintenance programs for all technical assets He is responsible for the day-to-day operations and administration of the department in consultation with the Managing Director. He oversees the water quality testing and analysis processes, ensuring that the water delivered to customers is safe and meets all health and environmental standards.

Reporting: The job holder reports to the Managing Director,

Duties and responsibilities

  • Provide strategic and technical leadership in the technical division to ensure provision of high-quality services to customers,
  • Steer the development of departmental policies, procedures and actions plans in line with company mission and objectives,
  • Ensure that technical audits of the network are carried out on time and remedial action taken,
  • Formulate and oversee effective plan to reduce NRW in the company.
  • Oversee preparation of comprehensive departmental reports and budgets, to Managing Director to facilitate decision-making,
  • Ensure development of departmental staff through training and motivation
  • Ensuring that all water and sewerage services infrastructure is operated and maintained to the required standards,
  • Advise the Company on the acquisition of capital assets and on all technical matters,
  • Provide technical expertise and advise in the acquisition of contractors and consultants for major works,
  • Provide overall supervision of major works,
  • Participate in setting performance targets for technical staff in the Company,
  • Oversee the planning and co-ordination of quality, maintenance and engineering (capacity works) related issues,
  • Ensure good quality of water to customers,
  • Monitor, evaluate and report on water projects status monthly, quarterly and annually,
  • Coordinate water development partners in consultation with Managing Director,
  • original project proposals to expand infrastructure and improve on sustainability of services in the company.

Minimum Qualifications for the post

  • Degree holder in Civil or Water Engineering in Water from recognized University,
  • Minimum of eight (8) years’ experience in water utility operations supported by at least five (5) years’ hands on experience in water sector or equivalent with related field with at least three (3) years at senior management level.
  • Must be registered by Engineer’s Board of Kenya (EBK).
  • Meet the requirements of chapter six of the Constitution of Kenya 2010

Commercial Manager

Job Purpose: The Commercial Manager shall be responsible for the commercial functions of the company and reporting as needed as per the laid down procedures.

Reporting: The jobholder reports to the Managing Director

Duties and responsibilities

  • Develop long-term business strategies and operating plans for the department which are in line with Strategic Plan and Business Plan.
  • Ensure provision of timely and high-quality client services that meets or exceed their expectations and Oversee performance management and roles of the commercial section;
  • Develop and implement systems for positive customer relations management.
  • Manage and supervise commercial aspects of the Company’s operations, particularly as they relate to revenue generation
  • Promote new ideas and business solutions that result in extended service to the existing and new clients
  • Ensure the provision of comprehensive commercial information systems, including up-to date customer database, to achieve the overall Company revenue objectives.
  • Ensuring timely, complete and accurate meter reading and billing of services and subsequent collection
  • Carrying out customer surveys and devise strategies to address, improve on matters arising from feedback received.
  • Develop departmental policies, procedures, actions/work plans and budgets in line with overall company’s strategic objectives.
  • Oversee and implement performance management in the department
  • Prepare and submit board and management papers for approval, monthly, quarterly and annual reports for the department.
  • Identify training needs for the departmental staff, mentor and coach department staff.
  • Identify procurement needs of the department
  • Responsible for physical assets assigned to the department by the company.
  • Perform any other related duties as delegated by Managing Director.

Minimum Qualifications for this Post

For appointment to this grade, a candidate must

  • Be a Kenyan Citizen;
  • Bachelor’s degree in Finance, Accounting, or any other Business-related field from a recognized institution,
  • Master’s Degree in Finance, Economics, Strategic Management, or any other business-related field is an added advantage, CPA (K), ACCA, or relevant professional qualification,
  • Member of a professional body with good standing, 5 years’ relevant experience with a minimum of 3 years
  • Meet the requirements of chapter six of the Constitution of Kenya 2010.

 

Internal Auditor

Job Purpose: 

The job holder will play a crucial role in ensuring the financial integrity and operational efficiency of the company. Will work closely with the audit team to conduct audits, analyze financial records and prepare audit reports. The work will directly contribute to maintaining transparency and accountability within the organization.

Reporting: The job holder reports to the Board Committee on Audit and Compliance.

Duties and responsibilities

  • Develop and execute comprehensive internal audit plans, including financial, operational, and compliance audits, in accordance with professional standards.
  • Perform risk-based audits to evaluate the effectiveness of internal controls, risk management processes, and governance.
  • Document audit procedures and findings in a clear and concise manner
  • Review and analyze financial statements, records, and reports to ensure accuracy and compliance with accounting standards.
  • Examine operational processes, including water production, distribution, billing, and customer service, to identify inefficiencies and control weaknesses.
  • Assess the effectiveness of controls related to revenue collection, expenditure, and asset management.
  • Ensure compliance with all relevant laws, regulations, and company policies, including those related to environmental protection and public health.
  • Identify potential risks and recommend strategies for mitigation.
  • Conduct special investigations into reported irregularities as requested by management or the Board.
  • Prepare detailed and professional audit reports that clearly outline findings, conclusions, and actionable recommendations for improvement.
  • Present audit results to management and the audit committee, providing insights and strategic advice.
  • Follow up on the implementation of audit recommendations to ensure timely and effective corrective action
  • Serve as a resource for management on matters of internal controls and risk management.
  • Provide guidance and training to other departments on internal control best practices.

Minimum Qualifications for the Post

For appointment to this grade, a candidate must

  • Be a Kenyan Citizen;
  • Bachelor’s degree in Accounting, Finance, Auditing, or a related field.
  • CPA Part (K) or an equivalent qualification
  • Member of a professional body with good standing, 8 years’ relevant experience with a minimum of 5 years within audit environment.
  • Experience and understanding of water sector is an added advantage.
  • Strong analytical and problem-solving skills.
  • Prior internship or work experience in auditing firms or accounting is an advantage.
  • Proficiency in Microsoft Office (especially Excel); knowledge of audit software is a plus.
  • Excellent attention to detail and organizational skills.
  • Good communication and interpersonal abilities.
  • Proficiency in accounting software and Microsoft Office Suite.
  • A high degree of integrity and confidentiality.
  • Meet the requirements of chapter six of the Constitution of Kenya 2010.
