Job Description
Lake Victoria North Water Services Board (LVNWSB) is one of the eight Water Services Boards established under the Water Act 2002 section 51(2), as part of the reforms in the water sector with the mandate of ensuring efficient and economical provision of water and sewerage services within their respective areas of jurisdiction.
Resident Engineer
Minimum Qualifications
- Bachelor’s Degree in Civil Engineering, Water Engineering, Structural Engineering or equivalent;
- Master’s Degree in Water Engineering, Civil Engineering, Structural Engineering or its equivalent qualification from a recognized institution;
- Must be a registered Professional Engineer with Engineers Board of Kenya (EBK);
- Valid Practicing license;
- Corporate Member of the Institution of Engineers of Kenya (IEK)
- Must have been a Resident Engineer in at least one Water Supply project;
- Nine (9) years’ work experience;
- Be proficient in computer applications skills;
Roles and Responsibility
- Monitor construction activities to ensure work is performed according toproject plans and specifications.
- Check the quality of materials, equipment, and workmanship to meet the client’s standards and contract requirements.
- Approve materials used on the project and certify completed stages of construction.
- Track project progress to ensure work is completed on time and within budget.
- Prepare and submit regular reports (daily, monthly, and quarterly) on project progress to the project manager and other stakeholders.
- Maintain detailed and complete records of all project activities, decisions, and site events.
- Monitor project costs, negotiate change orders, and create construction budgets.
- Serve as the primary point of contact, coordinating with the contractor, client, design teams, and other relevant authorities.
- Attend and contribute to meetings with the client and contractor to discuss progress and address issues.
- Enforce compliance with all relevant acts including; National Construction Authority Act, Engineers Act; Environmental Act, Health and Safety Act among others;
- Enforce prudent management of the resources allocated to the projects;
- Identify and resolve technical issues, design conflicts, and other problems that arise during construction.
- Ensure proper coordination and communication with all stakeholders during construction of water and sanitation infrastructure;
- Ensure that the construction complies with project plans, specifications, environmental regulations, and safety standards.
- Offer technical guidance on design and construction proposals, resolving design queries on site.
- Review designs and other technical documents to ensure they are accurate and appropriate for the project.
- Supervision of project staff under the Resident Engineer’s office.
- Any other duty as may be assigned from time to time.
Assistant Resident Engineer – 9 Posts
Minimum Qualifications
- Bachelor’s Degree in Civil Engineering, Water Engineering, Structural Engineering or equivalent;
- Must be a registered Graduate Engineer with the Engineers Board of Kenya (EBK);
- Must have been an Assistant Resident Engineer in at least one Water Supply project.
- Three (3) years’ work experience.
Roles and Responsibility
- Monitor construction activities to ensure work is performed according to project plans and specifications.

- Review and recommend approval for materials used on the project and certify completed stages of construction.

Minimum Qualifications
- Bachelors’ Degree Civil/Water Engineering or its equivalent with atleast two (2) years’ work experience.
OR
- Diploma in Civil/Water Engineering or its equivalent with atleast four (4) years; work experience.
- Must have been an Inspector of Works on atleast one number water project.
Roles and Responsibility
- Inspection of setting out, excavations, reinforcement, formwork, pipelines, and related works
- Conduct daily site visits to monitor progress against schedules and contract requirements.
- Inspect the water infrastructure to ensure proper installation.
- Monitor work at all stages to ensure it aligns with approved designs, specifications, and quality standards.
- Verify that materials used in construction meet the specified quality requirements.
- Witness and document material sampling and testing procedures.
- Ensure proper backfilling, compaction, and other construction practices are followed.
- Maintain accurate and detailed records of all inspection activities, findings, and test results.
- Document any changes or deviations from the approved plans and specifications.
- Prepare reports on inspection activities, progress, and issues identified onsite.
- Monitor contractor adherence to safety regulations, environmental protocols, and quality standards.
- Ensure compliance with relevant local and regulatory guidelines.
- Serve as a liaison between the contractor, resident engineer and the Agency.
- Communicate identified issues or non-compliance with contractors and supervisors.
- Participate in project meetings to provide updates and discuss technical issues.
- Identify and report on site safety and quality issues.
- Work with contractors to rectify deficiencies and non-compliance issues.
- Address emerging issues, including potential design changes, to prevent construction delays.
- Any other duty as may be assigned from time to time.
Surveyor – 3 Posts
Minimum Qualifications
- Bachelor’s Degree in Surveying, Geomatics, Surveying Engineering or its equivalent with atleast two (2) years’ work experience.
OR
- Diploma in Surveying, Geomatics, Surveying Engineering or its equivalent with atleast four (4) years’ work experience.
Roles and Responsibility
- Conduct land surveys to establish precise boundaries, contours, and features of the land where water infrastructure will be built.
- Perform hydrographic surveys to map underwater features, depths, and topography of rivers and other water bodies.
- Use specialized equipment, including GPS, total stations etc to collect accurate field data.
- Prepare detailed survey plans, maps, and digital models
- Assist in the review of project plans and specifications, providing critical surveying input to ensure accurate implementation.
- Establish control points and benchmarks to serve as reference points for the entire project.
- Provide construction staking, marking the designed locations for future construction features like pipelines and canals.
- Monitor and verify the accuracy of the construction layout, identifying and resolving discrepancies with the design plans.
- Conduct ongoing checks to ensure the quality and accuracy of data collection at specified intervals.
- Maintain accurate and detailed records of all survey data, field notes, and reports.
- Ensure all surveying activities comply with relevant standards, regulations, and quality control procedures.

Social Safeguards Officer – 4 Posts
Minimum Qualifications
- Degree in Sociology, Anthropology, Community Development, Social Work, Development Studies, Public Administration or its equivalent with atleast two (2) years’ work experience.
OR
- Diploma in Sociology, Anthropology, Community Development, Social Work, Development Studies, Public Administration or its equivalent with atleast four (4) years’ work experience.
Roles and Responsibility
- Conduct social screening and risk assessments to identify potential social impacts on communities.
- Develop and oversee the implementation of Social Management Plans (SMPs) and Resettlement Action Plans (RAPs).
- Ensure Free, Prior, and Informed Consent (FPIC) processes are followed where applicable.
- Engage with local communities, Community Based Organizations (CBOs), and other stakeholders to gather input and ensure their involvement in project activities.
- Facilitate community meetings and raise awareness about project-related works.
- Provide training to project staff, contractors, and local government officials on social safeguards, gender issues, and the handling of grievances.
- Build the capacity of local implementing partners to manage social risks effectively.

Minimum Qualifications
- Diploma in Secretarial Studies, Business Management, Business Administration or its equivalent.
- Two (2) years’ work experience.
Roles and Responsibility
- Order and monitor office supplies, stationery, and equipment, ensuring their good working condition.
- Maintain and organize official and regulatory records, such as infrastructure project files, personnel records, and purchasing documents.
- Manage the lifecycle of project documents, including creation, filing, and retrieval, as well as photocopying and collating for the project manager.
- Oversee logistics, including the management of keys, handling parcel deliveries, and following up on invoices.
- Schedule, organize, and take notes during staff and planning meetings.
- Handle incoming and outgoing correspondence, manage email accounts, and provide information to visitors and staff.
- Coordinate travel and accommodation for project personnel, both regionally and internationally, arranging efficient plans and negotiating rates.

Minimum Qualifications
- KCSE D (Plain) or its equivalent;
- Four (4) years relevant work experience;
- Valid Driving License free from any endorsements with two (2) years proven driving experience.
- First-Aid Certificate Course.

- Proficiency in Computer Applications.
Roles and Responsibility
- Drive the Project vehicles and execute the task as assigned and driving vehicles as authorized;
- Carrying out routine checks on the vehicles;
- Detecting and report malfunctioning of vehicles system;
- Maintaining records of vehicles;
- Ensuring security and safety of the vehicle;
- Overseeing safety of the passengers and or goods therein;
- Maintaining cleanliness of the vehicle.
- Ensuring adherence to or observations of traffic laws

Roles and Responsibility
- Operating and maintaining surveying instruments, recording data such as measurements and elevations.
- Marking locations.
- Cut or clear brush, trees, and other vegetation to ensure a clear line of sight for surveys
- Hold level rods or reflectors for the surveyor to take readings.
- Assist with the setup and proper function of survey instruments like levels, tripods, and total stations.
- Compile accurate notes, sketches, and records of the work performed and data collected.
- Work closely with surveyors and other team members to ensure the accuracy and consistency of the data.
- Be prepared to work outdoors in different weather conditions and potentially on rugged terrain.
