Deputy Director, Finance and Accounts

 Duties and responsibilities

Duties and responsibilities entail;

  • Developing and overseeing the implementation of a dynamic Finance strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
  • Develop the Council’s budget and continuously monitor and evaluate its implementation;
  • Giving oversight to the Council’s financial affairs and advise the Council on financial planning strategies and policies;
  • Ensuring effective and efficient management of the Council’s resources including finances and other assets and liabilities;
  • Ensuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Chief Executive Officer and the Council;
  • Negotiating with banks, donors and development partners for appropriate support;
  • Participating in the development and review of the Council strategic plan;

Requirements for appointment

For appointment to this grade, an officer must have: –

  • At least fifteen (15) years’ work experience three (3) of which must be at grade of Assistant Director, Finance and Accounts or in a comparable position;
  • Bachelor’s Degree in Commerce, Business Management, Business Administration (Accounting or Finance option) or its equivalent qualifications from a recognized institution;
  • Master’s Degree in any of the following disciplines: – Business Administration (Finance or Accounts option) or any other related field from a recognized University or institution;
  • Must have Certified Public Accountants (CPA-K)/ Association of Chartered Certified Accountants (ACCA) or their equivalent;

Deputy Director, Supply Chain Management

Duties and responsibilities

Duties and responsibilities entail:

  • Interpreting and implementing Public Procurement policies, regulations procedures and guidelines;
  • Ensuring compliance with Public Procurement and Asset Disposal Act, 2015, and Regulations;
  • Processing tender for procurement of goods and services as per laid down policies and procedures;
  • Approving orders and requisitions;
  • Liaising with legal and user departments in drawing and managing procurement contracts;
  • Developing procurement plans in liaison with users and as per the requirements and facilitating execution;
  • Oversee the implementing of e-procurement strategies;
  • Providing secretariat services to the Procurement Committees;

Principal, Internal Auditor

Duties and responsibilities

Duties and responsibilities entail: –

  • Developing, reviewing and ensuring implementation of audit strategies, policies and procedures;
  • Preparing risk based annual audit plans for approval by the audit and risk management committee;
  • Evaluating progress and effectiveness of action taken to implement audit recommendations received from both internal and external audits;
  • Executing special audits/investigations and preparing audit reports;
  • Ensuring preparation of the unit’s annual budget, control and monitor implementation; and
  •  undertake any other functions as may be lawfully assigned.

Job Specification    
For appointment to this grade, an officer must have: –

  • At least nine (9) years’ work experience three (3) of which must be at the grade of Senior Internal Auditor or in a comparable position;
  • Bachelor’s degree in any of the following disciplines: – Finance, Accounting, Commerce (Accounting option), Commerce (Finance option), Business Administration (Accounting option) or any other equivalent qualification from a recognized institution;
  • Certified Internal Auditors (CIA) or Part III of Certified Public Accountants (CPA) Examination or Part III of the Association of Certified Chartered Accountants (ACCA) or any other equivalent qualification from a recognized institution;
  • Certificate in Certified Information System Auditors (C.I.S.A) or Certified Fraud Examiner (CFE) from a recognized institution;

Principal Compliance Officer – 5 Posts

Duties and responsibilities
Duties and responsibilities entail:

  • Reviewing and updating the monitoring tools for children’s institutions;
  • Coordinating all children welfare activities in the regions;
  • Preparing and submitting inspection reports;
  • Monitoring adherence to set standards by children’s institutions;
  •  Participating in reviewing of children programmes and policies in order to address children emerging issues;
  • Coordinating the dissemination of standards on the care of displaced or unaccompanied children to stakeholders for implementation;
  • Networking and coordinating stakeholders’ technical working teams on the preparation of the country status reports on regional and international obligations;
  • Monitoring implementation of international and regional obligations relating to rights and welfare of children;

Principal Human Resource Management and Development Officer

Duties and responsibilities

  • Interpreting and implementing Human Resource management policies, strategies, regulations and guidelines;
  • Coordinating payroll administration, processing and Human Resource database management;
  • Implementing staff training and development programs;
  • Ensuring compliance with Human Resource management practices, policies, regulations and relevant government policies and guidelines on employee management and administration;
  •  Undertaking annual surveys on employee satisfaction (ESS), Work Environment Satisfaction (WES) and Training Needs Assessment (TNA); and
  • Undertake any other functions as may be lawfully assigned.

Job Specification    
For appointment to this Grade, an officer must have: –

  • At least nine (9) years’ relevant work experience and at least three (3) years as Senior Human Resource officer;
  • Bachelor’s degree in Human Resource Management or equivalent   qualifications from a recognized institution;
  • Member of the Institute of Human Resource Management or any other relevant professional body;

Principal Planning and Strategy Officer

 Duties and Responsibilities

Duties and responsibilities entail: –

  • Carrying out research and translate research findings to policy briefs to inform improvement of services;
  •  Initiating development of policies and codes of conduct to regulate good practice relating to child protection and child welfare;
  •  preparation and implementation of the Council’s performance contract;
  • Participating in the preparation of Medium-Term Expenditure Frameworks, Medium Term Plans and other related assignments in the Annual Government Budgeting cycles;
  • Coordinating policy advocacy initiatives of the Council;

 Requirements for appointment

For appointment to this grade, an officer must: –

  • At least nine (9) years’ work experience three (3) of which must be at the grade of Senior planning and strategy officer or in a comparable position;
  • Bachelor’s Degree in any of the following fields Economics, Statistics, Mathematics, Strategic Management, Business Development, Development Studies, and Business Administration or equivalent qualifications from a recognized institution;

  • Relevant professional certification. in any of the following fields:

  • Cumulative service period of six (6) years’ three (3) of which must be at the Communication Officer I or in a comparable position;
  • Bachelor’s degree in any of the following disciplines: – Mass Communications; Journalism; Public Relations; Public Relations and Marketing or its equivalent qualification from a recognized institution;
  • Membership of the Public Relations Society of Kenya (PRSK) or any other relevant professional body; and

Accounts Officer II

  • Filing tax returns;
  • Updating the cashbook;
  • Maintaining cash books, ledgers, vote books and registers;

Senior Driver

Duties and Responsibilities

Duties and Responsibilities entail: –

  • Driving the Council’s staff as authorized;
  • Carrying out minor mechanical adjustments;
  • Keeping up to date work tickets for vehicles;
  • Recognizing and reporting mechanical defaults of the vehicles;
  • Carrying out minor mechanical adjustments;
  • Maintaining cleanliness of vehicles;
  • Ensuring security and safety of the vehicle on and off the road;
  • Monitoring and reporting expiry of insurance policies for motor vehicles;
  • Preparing and submitting reports on transport when need arises;
  • Ensuring security and safety of passengers and vehicle on and off the road;
  • Ensuring proper mechanical working condition of the vehicle;

  • A valid driving license free from any current endorsements(s) for classes of the vehicles the driver is required to drive;
  •  A defensive Driving Certificate from the Automobile Association of Kenya (AA) or its equivalent qualification from any other recognized institution;

  • Controlling opening of open, confidential and secret files;
