Job Description

Trans Nzoia County is among the 47 counties established by the Kenya Constitution under article 6(1) and specified in the First Schedule. Article 176 (1) establishes a county government for each county consisting of the county assembly and the county executive. The Trans Nzoia county government was operationalized in March 2013 after the country’s general election with H.E Hon. Patrick Simiyu Khaemba as the first popularly elected Governor.

Registered Nurse III – 21 Posts

Duties and Responsibilities:

  • This is the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this level will entail: assessing, planning, implementing nursing interventions and evaluating patient’s outcomes; providing appropriate healthcare service including Integrated Management of Childhood Illnesses (IMCI), immunization, PMTCT, ante-natal care and delivery, providing health education and counselling to patients/clients and community on identified health needs; referring patients and clients appropriately; facilitating patients’ admission and initiating discharge plans; maintaining records on patients/clients health condition and care; ensuring a tidy and safe clinical environment; and collecting and compiling data.

Requirements for Appointment:
For appointment to this grade, a candidate must have: –

  • Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya Registered Nursing/Midwifery or Kenya Registered Nursing/Mental Health and Psychiatry from a recognized institution;
  • Registration Certificate issued by the Nursing Council of Kenya;
  • Valid practicing license from Nursing Council of Kenya; and
  • Certificate in computer application skills from a recognized institution.

 

Enrolled Nurse III – 11 Posts

Duties and responsibilities

  • This will be the entry and training grade into this cadre. An officer at this level will work under the guidance of a senior officer.
  • Duties and responsibilities at this level will entail; assessing patients and clients and establishing health care needs; planning and implementing nursing carer interventions based on patients/clients health needs; providing appropriate healthcare service, including immunization, ante-natal care, delivery, reffering patients and clients appropriately; evaluating healthcare outcomes on patients/clients preparing individualized reports; making appropriate discharge plans for patients; conducting assessment of school health needs; planning, implementing interventions and preparing periodic reports; maintaining records on patients/clients personal and health conditions/care; ensuring a tidy and safe clinical environment; ensuring safe custody for in-patients belongings; conducting home visits, following up discharged patients/clients and providing continuity of care; and treating minor ailments.

Requirements for Appointment:
For appointment to this grade, a candidate must have:

  • Certificate in any of the following disciplines: Kenya Enrolled Nurse, Kenya Enrolled Community Health Nurse, Kenya Enrolled Midwife, Kenya Enrolled psychiatric Nurse or Enrolled nurse/midwife from a recognized training institution;
  • Enrolment certificate issued by the Nursing council of Kenya;
  • Valid practicing license from Nursing Council of Kenya; and
  • Certificate in computer application skills from a recognized institution.

 

Registered Clinical Officer III – 6 Posts

Duties and Responsibilities:

  • This is the entry and training grade into this cadre. An officer at this level will work under guidance of a senior officer. Duties and responsibilities at this level will include: taking history, examining, diagnosing and treating patients’ common ailments at an outpatient and inpatient health facility; implementing Community Health Care activities in liaison with other health workers; guiding and counseling patients, clients and staff on health issues; sensitizing patients and clients on preventive an promotive health, carrying out minor surgical procedures as per training and skill; collecting and compiling clinical data; and referring patients and clients to appropriate health facilities.

Requirements for Appointment:
For appointment to this grade, an officer must have: –

  • Diploma in Clinical Medicine and Surgery or Clinical Medicine and Community Health from a recognized institution;
  • Certificate of Registration from Clinical officers’ council
  • Valid practicing license; and
  • Certificate in Computer Application Skills from a recognized Institution

 

Medical Officer – 3 Posts

Duties and Responsibilities:

  • An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will entail diagnosing, caring for, and treating diseases; performing medical and surgical procedures; preparing and responding to emergencies and disasters; participating in management of medicines; medical instruments and equipment; providing health education; maintaining medical records, health Information and data; counselling patients and their relatives on diagnosis and bereavement; teaching and coaching medical students, nursing students and clinical officer interns; and preparing requisite documents for registration.

Requirements for Appointment:

For appointment to this grade, an officer must have: –

  • Bachelor of medicine and Bachelor of surgery (M.B.Ch.B) degree from an institution recognized by the medical practitioners and Dentist Board;
  • Successfully completed one (1) year internship from a recognized institution;
  •  Registration license from the Medical Practitioners and Dentists Board
  • Valid practising license; and
  •  Certificate in computer application skills from a recognized institution

 

Pharmaceutical Technologist III – 3 Posts

Duties and Responsibilities:

  • This is an entry and training grade for this cadre. An officer at this level will be responsible for Dispensing drugs/ medicines to patients under the supervision of a senior officer.
  • Specific duties and responsibilities at this level will include: Receiving, interpreting, and processing of prescription: recording prescriptions in a pharmacy unit; prepacking, re-packing and writing instructions on the labels; maintaining drug books/ register; and stock taking of

For appointment to this grade, a candidate must have: –

  • Diploma in either Pharmacy or Pharmaceutical Technology or equivalent qualification approved by the Pharmacy and poisons Board from a recognized institution;
  •  A Certificate of Enrollment as a Pharmaceutical Technologist awarded by the Pharmacy and poisons Board (PPB); and
  • Certificate in computer application skills from a recognized institution.

 

Laboratory Technologist II – 2 Posts

Duties and Responsibilities:

  • Duties and responsibilities at this level will entail receiving and scrutinizing laboratory requisition forms and specimens; preparing clients for collection of specimens; receiving, collecting, labeling, and registering specimens; disaggregating specimens for processing and analysis; preparing reagents; supervising the disinfection, washing, and sterilization of apparatus; preparing media for culture and sensitivity testing; examining specimens for quality; writing and recording of laboratory findings and results; dispatching laboratory results for use in clinical management; preparing blood products; processing the specimen according to the specific standard operating procedures; and preparing operational research proposals and periodical laboratory reports.

Requirements for Appointment:
For appointment to this grade, a candidate must have: –

  • Diploma in Medical Laboratory Sciences or any other relevant and equivalent qualification from a recognized institution;
  • Registration by the Kenya Medical Laboratory Technicians and Technologists Board
  • Certificate in computer application skills from a recognized institution; and,

 

Nutrition and Dietetics Officer – 2 Posts

Duties and Responsibilities:

  • This is the entry and training grade for this cadre. Duties and responsibilities at this level will include: preparing and implementing therapeutic diets for outpatients and inpatients; providing guidelines on therapeutic diets from existing and emerging diseases for hospital use and home based care and other institutions; treating and counselling patients using specialized dietetic nutritionally modified products; implementing the nutrition and dietetics process including screening; assessing, formulating, and implementing nutritional interventions and evaluating outcomes; providing nutrition support in patient management in health care facilities; developing and disseminating nutrition behaviour change communication, information, education and communication materials; implementing nutrition health programmes; and collecting and compiling nutrition and dietetic data.

Requirements for Appointment::
For appointment to this grade, a candidate must have:

  • Bachelor’s Degree in any of the following disciplines: Foods, Nutrition and Dietetics, Dietetics/Clinical Nutrition and Food Science and Nutrition or Home Economics from a recognized institution;
  •  Registration by the Council of the Institute of Nutritionists and Dieticians (CIND); and
  •  Certificate in computer application skills from a recognized institution.

 

Assistant Public Health Officer III – 3 Posts

Duties and Responsibilities:

  • This will be the entry and training grade for this cadre.
  • An officer at this level will provide Environmental Health Extension services in the area of deployment, where specific duties and responsibilities will include: mobilizing, sensitizing and advising communities on matters related to environmental health; referring health cases to relevant health facilities; carrying out immunization; identifying environmental health issues at community level; organizing community health days to advise communities on common public health issues; collecting and maintaining up to date records of services rendered; assessing health needs of the community; implementing vector, vermin and rodent control measures; and implementing integrated mosquito control strategies.

Requirements for Appointment:
For appointment to this grade, a candidate must have:

  • Diploma in either Environmental Health Science or Public Health Inspection from a recognized institution;
  • Certificate in Computer application skills from a recognized institution.

 

Assistant Physiotherapist III – 2 Posts

Duties and Responsibilities:

  • This will be the entry and training grade into this cadre. An officer at this level will work under the guidance of a senior officer.
  • Specific duties and responsibilities will involve:- providing physiotherapy services to inpatients and outpatients at an outpatient unit/ward/health institution; assessing patient needs including rehabilitation; verifying and maintaining information and records relating to patients; screening, assessing and providing therapeutic patients/clients formulated treatment plan; collecting data for operational research; sensitizing the community on physiotherapy issues; and preparing periodic reports.

Requirements for Appointment:
For appointment to this grade, a candidate must have:

  • Diploma in physiotherapy from a recognized institution;
  • Certificate of Registration from the physiotherapy Council of Kenya (PCK)
  • Current Certificate of practice from the Physiotherapy Council of Kenya (PCK);
  •  Certificate in any computer application skills

Supply Chain Management Assistant III

Duties and Responsibilities:

  • An officer at this level will be deployed in a Supply Chain Management unit in a department and will handle a variety of tasks such as issuing and receiving stores; assisting in stocktaking, reconciliation, preparation and maintenance of records.

Requirements for Appointment:

For appointment to this grade, a candidate must be in possession of: –

  • Kenya Certificate of Secondary Education (KCSE) mean grade C -(minus) with a minimum of C- in Mathematics and English or Kiswahili or its equivalent qualification from a recognized institution; and
  • A Diploma in Supplies Management or its equivalent qualification from a recognized institution.

 

Records Management Officer III

Duties and Responsibilities:

  • This will be the entry and training grade into this cadre. An officer at this level may be deployed in a department to head a small registry. The officer will work under supervision of a more senior officer. Specific duties and responsibilities will include: receiving, sorting, opening, filling, minuting and distribution of mail; dispatching of mails; and guiding on files disposal.

Requirements for Appointment:
For appointment to this grade, a candidate must have: –

  • Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) from the Kenya National Examination Council (KNEC) or equivalent qualification from a recognized institution; and
  • A Diploma in Records/Information Management or equivalent qualifications from a recognized institution.
