Job Description

The U.S. Embassy to Kenya opened in 1964. Through sixteen Ambassadors since then, the Embassy has enriched the ties between the American and Kenyan people and served the needs of Americans in and around this East African hub. Chief among the U.S. Mission’s goals are fostering the development of a sound Kenyan economy, strengthening the institutions

Truck Driver (Warehouse)

Driving and Transportation (60% of time)

  • Safely operates U.S. Government-owned or leased vehicles including heavy or light duty trucks, pick-up trucks, vans, cargo vans, etc. as required to transport expendable and non-expendable items to and from the warehouse to office building, residential properties, and other locations.
  • Safely operates forklifts, pallet jacks, dollies, trolleys, and other material handling equipment to move supplies to and from proper storage areas.
  • Cleans, polishes and checks vehicle before and after operation to ensure that it is in serviceable condition. Conducts vehicle inspection and reports vehicle deficiencies to the supervisor. Performs minor vehicle maintenance repairs, as needed.
  • Handles cash up to $1,000 and/or handle government fuel credit card for vehicle with $300 limit.

Warehouse Operations and Maintenance (20% of time)

  • Job holder performs loading and unloading of both expendable and non-expendable including but not limited to furniture, appliances etc. from trucks/vans to the warehouse(s). Assists in organizing, preparation and the delivery of items from the warehouse to office buildings, residences and other locations.
  • Assemble and dismantle or move furniture, appliances such as refrigerators, air-conditioners, stoves etc. as needed, without causing any damage to U.G. Government property.
  • Assists in packing, unpacking and delivery of welcome kits to the new arrivals as directed by the supervisor. Organizes and distributes expendable supplies to customers and various sections as required.
  • Oversees the loading and unloading of trucks to ensure the vehicle may be driven safely and no damage will occur to Embassy property.
  • Assists in moving and storing items and maintenance of storage spaces.

Inventory (10% of time)

  • Assists with inventory of the warehouse to ensure that all items are stored properly, no theft has accrued, no safety or fire hazards exist.
  • Conduct individual inventories of residences and inspect items to ensure that no theft or damage of the embassy property has accrued. Identifies and reports damaged or missing items for replacement.
  • Assists in arranging items for sale or disposal.

Other Duties Assigned (10% of time)

  • Provides manual assistance during visits and/or events such as setting up of control rooms, safeguarding property, tracking of items and equipment etc.
  • Escorts visitors, outside contractors and non-cleared employees at post when required.
  • May be required to provide manual labor assistance to any of the sections or offices as directed by the supervisor.

Qualifications and Evaluations

  • A minimum of two (2) years of professional truck or heavy vehicle driving experience is required. In addition to one (1) year of experience in manual labor or warehouse work is required.

Voucher Examiner (FMC) – All Interested Applicants

Basic Function of the Position: 

Serves as a Voucher Examiner in the Financial Management Center (FMC), reporting to the Supervisory Voucher Examiner, and is responsible for examining, reviewing, auditing, monitoring and processing through the Departments’ Financial Management System all payments for over sixty (60) ICASS Agency entities within the U. S Mission in Kenya. The incumbent’s work involves processing of a wide variety of complex, challenging, difficult, laborious, and bulky payments in the form of invoices for goods and services received through mechanisms such as Purchase Orders, Contracts, Grants, Loans, and Trust Funds. In addition, does complex and intricate vendors’ accounts reconciliations, liaises with the relevant Tax Authorities and the Ministry of Foreign Affairs respectively on tax exemptions, processes employee claims and vouchers for Representation, Travel Vouchers, Rest and Recuperation (R& R), Home Leave, Medical Evacuation(Medevac), Emergency visitation Travel ( EVT), Education Travel, Official Residential expenses (ORE) for the Ambassador and the DCM, Temporary Quarters Subsistence Allowance (TQSA), Gardening Reimbursement, School fees reimbursements, controls and administrates travel advances

Qualifications and Evaluations

EXPERIENCE:

  • Three (3) years of progressive experience in voucher examination, payroll, accounting, and disbursing, is required.

Education Requirements:

  • Completion of High school is required.
  • Two years of university studies is required.

Roving Secretary (Administrative Assistant) – USEFMs Only

The incumbent reports to various sections throughout the Embassy, providing intermittent administrative assistance as needed. As directed by Section Chiefs, duties include administrative functions: i.e, draft correspondence, diplomatic notes and demarches; type reports and cables; prepare briefing books and talking points; answer telephones and screen calls; take accurate messages; meet and escort visitors and work crews; sort and distribute mail; organize and maintain paper and electronic filing systems; schedule and take notes at meetings; schedule appointments; and perform other administrative support functions.    Works directly under the supervision, direction of the Section Chief and indirectly reports to the Supervisory Human Resources Officer (S/HRO).

  • Two years’ experience in Administrative and clerical office experience is required.

Residential Security Coordinator (USEFMs Only)

Incumbent provides administrative oversight of post’s residential security program. Serves as the point of contact on all residential security matters between the RSO, General Service Office (GSO), Facilities Maintenance (FAC), and landlords. Conducts security surveys of all current housing to ensure residential security standards are maintained and conducts security surveys on all proposed housing to ensure security suitability can be obtained and compliance with the Overseas Security Policy Board’s OSPB standards before occupancy.

Qualifications and Evaluations

Experience:

  • Minimum of two (2) years of office administrative experience that includes managing customer inquiries, complaints, and drafting reports and correspondence is required.

JOB KNOWLEDGE:

  • Knowledge of procedures related to residential security concepts, principles, and techniques.

Office Management Assistant – USEFMs Only All Agencies

The incumbent performs clerical and administrative duties as the Office Management Assistant (OMA) for the Regional Security Office (RSO) pertaining to a multitude of RSO administrative items, both classified and unclassified. The incumbent will need to work independently and possess strong communication skills as the incumbent will be in contact with many diverse individuals on a daily basis. Incumbent will require unescorted access to the Control Access Area (CAA) and a Secret security clearance for most posts, although a Top Secret clearance may be required in certain instances where Post requires it. Position is Part time, 20 hours per week.

Qualifications and Evaluations:

Experience:

Two years of administrative experience which would include some of the following types of administrative duties:  filing, scanning, scheduling appointments/meetings, maintaining calendars, ordering office supplies, making travel arrangements and receiving telephone calls.

Human Resources Assistant (USDH Portfolio) – USEFMs Only

The incumbent of the position is the assistant to the U.S. Direct Hire (USDH) Portfolio. Duties include:  administering and assisting with the yearly EER and eAwards processes. Supports the American HR Portfolio, supporting 31 U.S. government agencies and offices, over 1,500 Chief of Mission personnel, and close to $1 billion in resources.  The incumbent works collaboratively with two Human Resources Assistants, Human Resources Clerk and one Human Resources Assistant (American Services Team Lead) on the American Portfolio. The incumbent is supervised by the Human Resources Officer with oversight of the American Portfolio. Position requires Secret Security clearance.

Experience:

Minimum of three (3) years of administrative office work experience is required.

JOB KNOWLEDGE:

Must have a good knowledge of Mission, Bureau and Post Employment Policies.  Must have good knowledge of OPM rules and Employment Benefits such as FEHB, FEGLI, TSP.  Must have working knowledge of EEO laws.

Education Requirements:

A High School Diploma is required.

Consular Associate

Under the direct supervision of the Visa Chief, the Consular Associate is assigned a wide range of responsibilities in the Visa Unit (to include Nonimmigrant Visa (NIV) and Immigrant Visa (IV) activities).  The jobholder provides consular services to U.S. citizens, conducts non-adjudicatory visa processing, and assists in investigation and validation studies.  Incumbent also handles correspondence with the public, attorneys, U.S. and host governments, Congress, and other parties.  Must be able to secure and maintain a Secret level security clearance.

Qualifications and Evaluations

EDUCATION & EXPERIENCE: Completion of High School is required.

JOB KNOWLEDGE:  General understanding of U.S. policies related to consular and visa operations.

EXPERIENCE:

  • Minimum of three years of office administrative experience is required with at least one year of consular experience.
  • Two years of office administration (FP-07 (Training Level)).
  • One year of office administration (FP-08 (Training Level)).
