Job Description

The U.S. Embassy to Kenya opened in 1964. Through sixteen Ambassadors since then, the Embassy has enriched the ties between the American and Kenyan people and served the needs of Americans in and around this East African hub. Chief among the U.S. Mission’s goals are fostering the development of a sound Kenyan economy, strengthening the institutions of Keny.

Consular Associate — (USEFMs only)

Duties

Basic Function of the Position:

  • Under the direct supervision of a Consular Officer the Consular Associate is assigned a wide range of responsibilities in the American Citizen Services (ACS) Unit, Nonimmigrant Visa (NIV) Unit, Immigrant Visa Unit, and/or Fraud Prevention Unit (FPU). The jobholder may provide consular services to U.S. citizens, conducts non-adjudicatory visa processing, and assists in investigation and validation studies. Incumbent also handles correspondence with the public, attorneys, U.S. and host governments, Congress, and other parties. Must be able to secure and maintain a Secret level security clearance.

Qualifications and Evaluations

Requirements:

EXPERIENCE:

Minimum of three years of office administrative experience is required with at least one year of consular experience.

Or

Two years of office administration (FP-07 (Training Level)).

Or

One year of office administration (FP-08 (Training Level)).

Note the preference will be given to candidates that are qualified at the full performance level.  Applicants at the trainee level will only be considered if there are no available applicants at the full performance level.

Education Requirements:

EDUCATION: Completion of High School is required.

Evaluations:

LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing of English is required.

SKILLS AND ABILITIES: 

  • Must be able to input data in consular systems with minimum errors, and spot and correct errors made by others (applicants and fellow staff).
  • Demonstrated skills in MS Office Suite and general computer skills including information and database management.
  • Organizational skills, including task management and filing skills; communication skills including writing skills appropriate for drafting official correspondence and reports.
  • Ability to obtain and maintain a DOS Secret Security clearance.
  • Tact and good judgment in dealing with the public, often under difficult and sensitive circumstances.
  • Sensitivity in evaluating evidence and applying complex regulations correctly.
  • Ability to learn applicable U.S. and host country laws, regulations, legal precedents, and court decisions.
  • Good interpersonal skills.

Human Resources Assistant (USDH Portfolio) – USEFMs Only

Duties

  • The incumbent of the position is the assistant to the U.S. Direct Hire (USDH) Portfolio.
  • Duties include:  administering and assisting with the yearly EER and eAwards processes. Supports the American HR Portfolio, supporting 31 U.S. government agencies and offices, over 1,500 Chief of Mission personnel, and close to $1 billion in resources.  The incumbent works collaboratively with two Human Resources Assistants, Human Resources Clerk and one Human Resources Assistant (American Services Team Lead) on the American Portfolio. The incumbent is supervised by the Human Resources Officer with oversight of the American Portfolio. Position requires Secret Security clearance.

  • Minimum of three (3) years of administrative office work experience is required.

JOB KNOWLEDGE:

  • Must have a good knowledge of Mission, Bureau and Post Employment Policies.  Must have good knowledge of OPM rules and Employment Benefits such as FEHB, FEGLI, TSP.  Must have working knowledge of EEO laws.

Education Requirements:

  • A High School Diploma is required.

Evaluations:

LANGUAGE PROFICIENCY: 

  • English Level 3 – Good working knowledge; written & spoken is required.

SKILLS AND ABILITIES:

  • Must have ability to work on a team with shifting unit priorities, coordinating with the other HR Assistant in charge of the EFM portfolio and LE Staff colleagues.  Must have strong communication and interpersonal skills and have the ability to work with clients of diverse backgrounds.  Must be familiar with the MS Office Suite, and have in-depth experience with Word, Excel, and Outlook. Must have ability to create and work with databases.  Must have the ability to obtain a Secret clearance.

Political Assistant with Substitution – USEFMs ONLY

Duties

  • The Political Associate is responsible for a broad range of analytical reporting, information gathering, and advocacy on host country political issues. Assists the political section in developing policies and programs for the host country, taking into account local social and political conditions and trends and U.S. objectives. Must be able to obtain and hold a Top Secret clearance for handling classified information.

EXPERIENCE:

Option 1

  • Education: A bachelor’s degree in political science, law, journalism, international relations, or public policy is required.
  • EXPERIENCE: At least three years in a job involving research, analysis, advocacy, and/or program management on issues related to political science, national security, international business and economics, international relations, education, human rights, communications, law, or development is required.

OR

Option 2

  • Education: 2 years of college/university studies
  • EXPERIENCE: At least five years in a job involving research, analysis, advocacy, and/or program management on issues related to political science, national security, international business and economics, international relations, education, human rights, communications, law, or development is required.

OR

Option 3

  • Education: High School diploma
  • EXPERIENCE: At least seven years in a job involving research, analysis, advocacy, and/or program management on issues related to political science, national security, international business and economics, international relations, education, human rights, communications, law, or development is required

JOB KNOWLEDGE 

  • Extensive knowledge and understanding of U.S. foreign policy objectives in Kenya, particularly related to democratic and governance sector is required. Thorough knowledge and deep understanding of Kenyan political institutions and social and development issues is required. Good understanding of host country constitution, laws, and legal decisions related to human rights issues, political trends and the operations of NGOs in the democracy and governance sector is required.

  • English Level 4 – Fluent; written/spoken, including the ability to translate.

SKILLS AND ABILITIES:

  • Strong oral and written communication skills are required to develop and maintain relationships with external contacts, analyze and report on human rights and political issues, and provide policy and program recommendations to Embassy officials. Strong organizational skills. Must be able to work in a fast-paced, high productivity environment independently with limited supervision of day-to-day activities.

Roving Secretary (Administrative Assistant) – USEFMs Only

Duties

  • Reports to various sections throughout the Embassy, providing intermittent administrative assistance as needed.
  • As directed by Section Chiefs, duties include administrative functions: i.e. draft correspondence, diplomatic notes and demarches; type reports and cables; prepare briefing books and talking points; answer telephones and screen calls; take accurate messages; meet and escort visitors and work crews; sort and distribute mail; organize and maintain paper and electronic filing systems; schedule and take notes at meetings’ schedule appointments; and perform other administrative support functions.  Works directly under the supervision, direction of the section chief and indirectly reports to the SHRO or DHRO.

  • Incumbent will need to have a broad knowledge of the Embassy, including all Agencies.  The incumbent will interact with employees from the Embassy and other Agencies as well. Job holder must have a good general knowledge of agency correspondence and other applicable office procedures. The incumbent must be able to respond to some questions from VIP visitors and the Front Office regarding Area. Confidentiality is imperative.  Must be able to interact with VIP visitors and the Front Office.

Education Requirements:

  • A High School Diploma is required.

SKILLS AND ABILITIES:

  • Attention to detail and accuracy is required as well as proficiency in Microsoft Suite to include PowerPoint, Excel, Outlook and in house applications such as MyData and MyServices.  Ability to prioritize and organize tasks to accomplish the workload.  Excellent interpersonal and customer service skills are mandatory to develop cooperative working relationships.  Could work flexible hours and in different sections at short notice.  Requires a Secret security clearance.

Roving Secretary (Administrative Assistant) – USEFMs Only

Duties

  • The Administrative and Program Support Rover position provides administrative, data analysis/report, program/project coordination, or management support to post.  In addition to administrative and program support, this position provides cleared escort responsibilities.  This position addresses short-term assignments as needed by post including staffing gaps, ad-hoc projects, and/or short-term workload increases.  To provide maximum flexibility, this position may be implemented either as regular (full-time or part-time) or intermittent/irregular (a when actually employed) basis.  Post HRO or DHRO supervises the Rover position, but the incumbent will receive work guidance from supervisor in currently assigned area.

Economic Assistant – USEFMs ONLY

Duties

Basic Function of the Position 

  • The Economic Assistant/Self-Help Coordinator works together with the Small Grants/Economic Assistant (LES) under the supervision of the USDH Economic Officer/Grants Officer to administer the Ambassador’s Special Self-Help grants program, and any other Department grant programs that may be allocated to the Economic Section.  The Economic Assistant is also responsible for information gathering and analytical reporting on a range of economic issues including: science and technology, digital innovation and cyber security, intellectual property rights, trade and investment, and anti-corruption programs.  Must be able to obtain and hold a Secret security clearance for handling classified information.  Supervised by Economic USDH.

  • Working knowledge of Kenya’s economy and business environment.

Education Requirements:

EDUCATION & EXPERIENCE:

Secondary School plus seven years of work experience in business, program management and/or analyzing economic developments is required.

OR

EDUCATION & EXPERIENCE:

  • Two years of college or university studies (no specific field required) plus five years of work experience in business, program management and/or analyzing economic developments is required.

Evaluations:

LANGUAGE:

  • Level IV (Fluent, Reading/speaking /writing) English is required

SKILLS AND ABILITIES:

  • Ability to prepare clear, concise, and accurate analytical reports on a range of economic issues.  Ability to organize and execute moderately complex projects.  Ability to maintain a wide range of contacts in the host government and private sector.  Excellent writing and communication skills.  Basic knowledge of MS Word, Excel, and PowerPoint required.  Basic typing skills required.  Must be able to obtain and hold a Secret clearance.
