Job Description

Headquartered in Nairobi, Kenya, icipe was established in 1970, to address this very paradox of insects and accompanying challenges. The Centre’s mission is to use insect science for sustainable development, to ensure food security and improve the overall health of communities in Africa by addressing the interlinked problems of poverty, poor health, low agricultural productivity and environmental degradation. Since its founding, icipe has remained committed to developing and disseminating environmentally safe, affordable, acceptable and accessible tools and strategies to control insect pests and disease vectors. icipe’s mandate further extends to the sustainable conservation and utilisation of Africa’s rich biodiversity. icipe is the only international institution in Africa working primarily on arthropods. Therefore capacity building of individual researchers and institutions in Africa is an integral part of all the Centre’s research and development activities. icipe also aims to empower women, harness the youth and build capacity to use, transfer and teach the Centre’s technologies. How we work

Specific Duties

  • Procure goods and services for the RCU in line with icipe and World Bank policies and ensure timeliness in the process.
  • Prepare procurement plans for the RCU and seek approval from relevant authorities.
  • Prepare bid documents, advertise tenders, seek quotations, organise relevant meetings, including pre-bid meetings, bid evaluation meetings, and contracts committee meetings, and prepare accurate and timely reports/minutes of the meetings.
  • Manage procurement logistics with partner institutions.
  • Document receipt of goods and services and ensure user acknowledgement of the goods and services.
  • Review all RCU invoices and ensure efficient billing process and timely payment of service providers and contractors.
  • Build procurement capacity of partner institutions.
  • Facilitate the disposal of the RCU assets in accordance with the icipe and World Bank procurement policies and procedures when necessary.
  • Maintain well-labelled auditable files for the whole procurement process including payments to suppliers and consultants.
  • Update the World Banks’s STEP system with all required information and file the documents accordingly.
  • Facilitate duty-free clearance of overseas shipments by ensuring all documents are submitted to the clearing agent ie. IDF’s, PRO1B, import Permits, marine insurance.
  • Any other duties assigned by the Procurement Manager.

Requirements

Qualifications

  • Bachelor’s degree in a relevant field, including Logistics or Supply Chain Management, and Business Administration from a recognized university.
  • Professional certification by CIPS or KISM.
  • At least 7 years of relevant experience, three of which should be in an international organization
  • working on procurement of goods and services.
  • Previous experience with World Bank procurement guidelines will be an added advantage.

  • Contribute information for resource mobilization relating to capacity building within the supply chain.
  • Procurement and capacity building for partner institutions.
  • Liaise with collaborating Centres of excellence and service providers.

Reporting

  • This position reports to the Procurement Manager.
