In 2013, a group of experienced and motivated risk management, strategy and development professionals came together to discuss the changing nature of peace building and the response of stabilization organizations in today’s complex and rapidly-changing frontier markets.

Overview

The Technical Security Specialist will be responsible for providing expert technical support and guidance in matters related to security and operational management in the Middle East and Africa. This specialist will work with local teams and stakeholders to assess and strengthen security measures, develop security protocols, and enhance the overall security posture in the respective regions. The TOR outlines the objectives, scope, deliverables, and qualifications required for the role.

Objectives

  • Develop and implement security protocols, procedures, and guidelines in coordination with the Global Operations Manager to safeguard personnel, assets, and operations in the target regions.
  • Provide technical guidance and support on security matters to enhance the security awareness and skills of clients and program teams.
  • Assist in incident response and crisis management, ensuring rapid and effective resolution to security incidents.
  • Collaborate with local authorities, agencies, and partners to establish a network for information sharing and coordination on security-related matters.
  • Stay updated on emerging security threats, trends, and best practices, and proactively advise on measures to mitigate potential risks.
  • Monitors logistics, asset management, fleet management, and international procurement.
  • Provide briefings and presentations to staff, clients, and contractors focused on security and situational awareness.

Scope of Work

  • Conduct on-site security assessments at various locations in the Middle East and Africa to evaluate existing security measures and identify gaps.
  • Develop tailored security plans, including physical security measures, access controls, and emergency response protocols, for each region.
  • Provide technical support to project teams for the implementation and maintenance of security measures.
  • Design and deliver training sessions on security awareness, travel safety, and incident reporting.
  • Conduct regular reviews of security protocols and recommend adjustments based on the changing security landscape.
  • Collaborate with regional security and emergency response agencies to establish effective communication channels.
  • Support the development and testing of contingency plans to address potential security threats.
  • Provide timely and accurate security advisories to relevant stakeholders as needed.
  • Manage and track allocated budgets.
  • Support international procurement activities.
  • Assume fleet management responsibilities and ensure the serviceability of all vehicles is maintained.
  • Support the development of Medical Emergency Response Plans throughout the areas of responsibility.
  • Support the Global Operations Manager as directed.

Qualifications

  • Bachelor’s degree (or equivalent operational experience) in a relevant field such as security management or a related discipline.
  • Proven experience operating in a security management capacity in conflict effected environments.
  • Proven experience in conducting security assessments, risk analysis, and developing security plans in complex environments.
  • Familiarity with the security challenges and dynamics in Yemen, Somalia, Kenya, Madagascar and greater Eastern Africa, preferably with experience working and living in East Africa.
  • Knowledge of international security standards and best practices.
  • Strong communication and interpersonal skills, with the ability to work effectively with diverse teams and stakeholders.
  • Strong writing skills, to include the preparation and analysis of risk mitigation plans for operational teams and for proposals.
  • Previous experience in providing security training and capacity-building initiatives.
  • Ability to handle sensitive and confidential information with discretion.
  • Fluency in English; knowledge of local languages in the target regions is advantageous.
