Database Manager Job Description

The UN Somalia Risk Management Unit (RMU) has been established to support all United Nations entities working in Somalia (UNCT Somalia), as well as partners and donors.

The Database Manager is responsible for assisting the Head of Risk Management Unit in implementing the risk management regime with the UNCT Somalia agencies, funds and programmes through the continuous development and design of the CIMS database as well as working to improve database performance and capacity and meet the evolving needs of the RMU.

Database Manager Job Responsibilities

Functional Responsibilities

  • Reporting directly to the Head of Risk Management Unit, in collaboration with the RMU – Information Analysts and Resident Coordinators Office, the Database Manager will have the following responsibilities:
  • CIMS development and Management
  • Support the Head of Risk Management Unit, Resident and Humanitarian Coordinator for Somalia, RMU, UNCT Somalia, as well as partners and donors through the development and maintenance of the Contractor Information Management System (CIMS).
  • In-depth evaluation, identification and subsequent implementation of technical solutions to enhance the CIMS to ensure it meets the evolving needs of the RMU Somalia, as well as identification and recommendation of areas where improvements can be made to effectively support the Risk Management Unit in achieving its goals and priorities.
  • Ongoing proactive evaluation of system performance, identifying areas of inefficiencies and potential problems. This includes collaboration with Management, and UNON ICTS for corrective actions to achieve improved and uninterrupted services as well as ensuring security of the CIMS operation at all times.
  • Provision of cost implications and benefits of recommendations for budget considerations.
  • Coordinates the replication of CIMS to other countries and undertakes to ensure the training of their focal points.
  • Quality Relationship Management with key internal and external stakeholders. This includes working and building the capacity of Risk Focal Points, UNON ICTS, UNCT Somalia, partners and donors to ensure the population of the CIMS, and the integrity of the data within CIMS.

CIMS Reporting

  • Generate regular custom tailored reports and ad-hoc reports from CIMS that influence general and risk related decisions for internal and external stake holders.
  • Identifies, Maintains, Recommends and Introduces Applicable IT and Software solutions
  • Identification of new areas where computerization is advantageous and applicable to the operations of the RMU. Recommendation of applicable solutions to use, understanding user/clients specification, needs and requirements to achieve client satisfaction.
  • Coordinate and manage the implementation of new technology projects including the maintenance of such application systems.
  • Coordinating and implementation of mutually agreed changes/modifications from clients/users on already existing solutions to ensure continued system effectiveness and relevance.
  • Provision of recommendations and reports, ad hoc or otherwise, required for the Head of Risk Management Unit and as tool for decision-making
  • Undertakes Supervisory Responsibilities
  • Establish work plans, standards for performance evaluation, indicators for work progress and achievements, together with supervisee. Timely corrective actions to achieve objectives and deadlines.
  • Technical guidance and on-the-job training to ensure work standards are achieved in line with work objectives.

Knowledge Management

  • Monitor and evaluate existing knowledge systems to help improve processes and desired outcomes, as well as review and recommend new ‘best practice’ technologies that enhance the work of the RMU. This includes interaction with IT staff in other UN agencies in the area and participation in information exchange meetings for systems co-ordination, consistency in direction, policy and standards; also for knowledge sharing on software expertise.
  • Work to support the RMU Communication officer to increase visibility of the RMU to stakeholder’s through public communication
  • Enhancing internal communication by maintaining the RMU intranet portal and encouraging staff to share knowledge.

Education

  • Advanced University degree preferably in Information Sciences, computer sciences or engineering is required.
  • A first-level university degree in combination with required qualifying experience may be accepted in lieu of the advanced university degree.
  • Professional certification in the field of Information Sciences, computer sciences or engineering or related field is a plus.

Experience

  • 4-5 years of progressively responsible, job related experience in working in the field of information technology and/or database management, preferably in an international environment.
  • Demonstrated experience in Drupal essential.
  • Demonstrated experience in PHP, MySQL, C++ as well as database and application design/development is essential.
  • Knowledge – of database design/development required.
  • Knowledge of project management, as well as business planning and financial analysis/reporting.
  • Knowledge management experience is required.
  • Risk Management – the ability to identify and manage risks at an operational level and identify and communicate in a timely manner, any risk management issues.
  • Teamwork – an ability to foster a spirit of cooperation and collaboration across the Risk Management Unit,
  • Resident Coordinators Office and the UNCT Somalia.
  • Knowledge of the United Nations in Somalia, operations, and related programme challenges required.
  • Understands the principles of information security and management and acts with discretion at all times.

Languages

  • Fluency in written and oral English is required
