Job Description

The United Nations Office for Project Services is an operational arm of the United Nations, dedicated to implementing projects for the United Nations System, international financial institutions, governments and other partners in the aid world.

Technical Specialist Environmental

Operations management

  • Facilitate the establishment of an operational framework for air quality monitoring in Timor-Leste, ensuring it adheres to UNOPS standards and protocols.
  • Oversee the implementation of the hybrid ambient air quality monitoring system, combining low-cost sensors and reference-grade particle counters, to provide reliable and actionable data.
  • Implement innovative deployment of technological resources combining meteorological data with air sensor data to enhance accuracy of air pollution early warning
  • Integrate use of open-source environmental monitoring solutions into the air quality framework to enhance the closing of data-action gaps by matching pollutants to upstream causes and sources so they can be forestalled
  • Oversee development and deployment of accessible real-time air quality public notification and alert system for proactive public actions
  • Monitor the effectiveness and efficiency of operational support services to ensure seamless delivery of project outcomes, including data collection, analysis, and reporting.

Project planning and Coordination support

  • Develop a comprehensive air quality monitoring framework, integrating clear protocols for data collection, analysis, and dissemination.
  • Coordinate and manage engagement of partners for optimal delivery of technical outputs
  • Coordinate stakeholder engagement workshops to align multi-stakeholder efforts with project objectives and timelines.
  • Establish targets and timelines for implementing technical training programs and system deployment, ensuring timely achievement of project deliverables.

Procurement and logistics

  • Support procurement and deployment of necessary air quality monitoring equipment, including low-cost sensors, NO2 diffusion tubes, and particle counters.
  • Manage logistics for stakeholder engagement workshops and technical training sessions, ensuring smooth delivery of all project components.
  • Ensure compliance with UNOPS procurement standards for sourcing equipment and services.

Human Resources management

  • Oversee recruitment and capacity-building initiatives for the local stakeholders, ensuring they are equipped to manage the monitoring framework effectively.
  • Provide supervision and guidance to project staff involved in technical training and data management activities.
  • Support programme for community engagement in air pollution monitoring and management through citizen science foundations

Education:

  • Advanced university degree (Master’s or equivalent) or higher degree, preferably in Electrical Engineering, or a related field with a focus on environmental sustainability or international development would be ideal, particularly given the focus on managing air quality monitoring systems in Timor-Leste and in developing countries.
  • First-level university degree (Bachelor’s or equivalent) in the above-mentioned fields with an additional two (2) years of relevant experience may be considered in lieu of an advanced degree.

Experience:

  • A minimum of 5 years of progressively responsible experience in operations management, preferably in a large international organization, with a focus on Environment projects across developing countries. Experience should include hands-on management of complex projects, particularly in the environmental or air quality sectors.
  • Some experience in the UN system organizations, preferably working in developing countries, is highly desirable, especially in the context of project management and implementation for environmental monitoring and capacity building.
  • Demonstrated experience in designing, implementing, and managing air quality monitoring frameworks, including the integration of low-cost sensors, reference-grade equipment, and data reporting systems is an asset.
  • Proven experience in stakeholder engagement, particularly in fostering collaboration with government bodies, local authorities, and international partners to address environmental health risks such as air pollution is an asset.
  • Experience in capacity building, including technical training programs for local stakeholders on air quality monitoring, data analysis, and reporting, is an asset.
  • Some experience in the UN system organizations, preferably in a developing country, is desirable.
